Cornella renews with the magistrate of the High Court of Justice

The Superior Council of Justice has renewed the mandate of Alexandra Cornella Solà as a magistrate of the High Court of Justice, with promotion to the superior grade. The agreement was adopted in the session of September 9, 2026, and takes effect from that same date. The decision was made public in the Official Bulletin of the Principality of Andorra (BOPA) no. 105, of September 16, 2026, within the fifth section, dedicated to the Superior Council of Justice.

The renewal is based on articles 89.3 and 90 of the Constitution of the Principality of Andorra and articles 64 bis and 68.3 of the Qualified Law of Justice. The agreement notes that Cornella Solà took office as a magistrate of the High Court of Justice on September 9, 2020, such that the renewal occurs upon completion of the mandate. The text is signed by Josep Maria Rossell Pons, president of the Superior Council of Justice, in Andorra la Vella, on September 9, 2026.

Renewal with promotion to the superior grade

The agreement states verbatim “the renewal of the mandate of Ms. Alexandra Cornella Solà for the position of magistrate of the High Court of Justice, with promotion to the superior grade”. The promotion to the superior grade is the element accompanying the continuity in office and affects the magistrate’s professional career within the judicial scale.

The effects of the appointment are retroactive to September 9, 2026, the same date as the Council’s session and the signing of the agreement, without the text publishing additional deadlines or suspensive conditions. The publication in the official bulletin completes the formality of the act and makes it public “for general knowledge”.

A second appointment on the same day

The same issue of the bulletin includes a twin agreement, also from September 9, 2026, by which the mandate of Carolina Bailén Vila as a magistrate of the Court of First Instance is renewed, likewise with promotion to the superior grade and with effects from September 9, 2026. Bailén Vila had taken office on September 9, 2020, the same date as Cornella Solà.

Both agreements share the same legal basis —articles 89.3 and 90 of the Constitution and articles 64 bis and 68.3 of the Qualified Law of Justice— and the same signature of the president of the Superior Council of Justice, confirming a coordinated renewal of the judicial leadership.

Competitions and list of substitute magistrates

The Superior Council of Justice also publishes in this same issue the edict of September 9, 2026, calling for a merit-based competition to be part of the list of substitute magistrates for the year 2027, open to magistrates from neighboring states. The main requirements are:

• Be in active service or retired.
• Not have reached seventy-five years of age.
• Accredit a minimum of fifteen years of seniority in the original career.
• Gross annual remuneration of €113,265.83 for full-time dedication, or €37,749.74 for part-time dedication, in both cases distributed in thirteen payments.
• Deadline for submission of applications until 3:00 PM on October 1, 2026.

Registration on the substitutes list has a duration of six years, renewable for equal periods, and the Council appoints substitutes on a rotating basis among the registered persons, with the specialty as the determining criterion.

The renewal of Cornella Solà ensures the continuity of one of the positions of maximum responsibility of the High Court of Justice and comes accompanied by a grade promotion, a fact that reinforces the stability of the Andorran judicial leadership at a time when the same body opens the call for substitutes for 2027.
