Coria submits the costs of the street cleaning contract for public review

The Plenary of the Coria City Council approved in its session on September 16, 2026, the proposed cost structure for the street cleaning and waste collection service contract, a preliminary step that conditions the future specifications and the service invoice. The agreement is now published in the Official Gazette of the Province of Cáceres no. 0182, dated September 23, 2026, with the official reference BOP-2026-4406, and remains open for allegations for 20 business days.

Twenty business days to file allegations

The announcement, signed by the general secretary Alicia Vázquez Martín on September 18, 2026, submits the proposal to public information in compliance with Article 9 and concordant articles of Royal Decree 55/2017, of February 3, which develops Law 2/2015, of March 30, on the de-indexation of the Spanish economy. The regulation requires establishing in advance which items of the contract can be updated over time and which remain frozen, so that the approved structure determines how the service price will be revised.

Revisable blocks: personnel, operation, fuel, and maintenance

The published annex breaks down the cost structure of the contract in percentages of the total. The items that the proposal does not mark as non-revisable are the following:

• Personnel costs: 62.49%.
• Operating costs: 10.56%.
• Fuel: 6.91%.
• Maintenance: 3.05%.

The weight of the personnel chapter, nearly two-thirds of the total, places labor as the decisive factor when updating the contract price.

Twelve frozen items and a total of 100%

The remaining concepts are expressly listed as non-revisable in the table submitted to the provincial gazette:

• Insurance: 0.59%.
• Other operating costs: 3.52%.
• Rent, maintenance, and insurance of facilities: 1.01%.
• Vehicle rental: 1.50%.
• Auxiliary equipment material (tools, IT, mobile terminals, etc.): 0.58%.
• Personal equipment (clothing and PPE): 0.43%.
• Quality control: 1.15%.
• Awareness campaigns: 0.57%.
• General expenses: 6.26%.
• Industrial profit: 1.57%.
• Amortization and financing expenses: 11.62%.
• Financial expenses: 2.25%.

The table closes with a total of 100%. The proposal is processed as a procurement file of the Coria City Council, within the Procurement area, and its definitive approval will arrive, if applicable, once the public information process is closed.

The impact on the next contract

The cost structure is the basis upon which the price revisions for the street cleaning and waste collection service will be calculated; therefore, its content will determine both the amount paid by residents and the margin with which the companies bidding for the future contract will operate. The 20-business-day period opened with the publication in the Official Gazette of the Province of Cáceres is the final opportunity for individuals, associations, and sector operators to submit claims before the agreement is finalized.
