Coreses: the green hydrogen plant opens a 30-day objection period.

The Ministry of Agriculture, Livestock, Rural Affairs and Environmental Policy of the Junta de Castilla y León has jointly submitted for public information the application for environmental authorization and the environmental impact study for a green hydrogen production plant in Coreses (Zamora). The announcement, published in the Official Gazette of Castilla y León (No. 156, of August 13, 2026), opens a period of 30 working days for neighbors, town councils and interested entities to submit allegations. The project, processed under file number 009-24-AAZA, is promoted by the company Atlántica Sail H2 Uno, S.L.

The decision is adopted under Article 16 of the consolidated text of the Law on Integrated Pollution Prevention and Control, approved by Royal Legislative Decree 1/2016, of December 16, Article 36 of Law 21/2013, of December 9, on Environmental Assessment, and Articles 13 and 55 of the consolidated text of the Environmental Prevention Law of Castilla y León, approved by Legislative Decree 1/2015, of November 12.

The industrial nature of the project explains its dual regulatory framework: Annex 1, section 4.2, of Law 16/2002 classifies it as a chemical installation for the manufacture of gases such as hydrogen, and Annex II, group 6, of Law 21/2013 expressly includes industrial installations for the production of electrolytic, photo-electrolytic or photocatalytic hydrogen from renewable sources. The documentation submitted to the procedure comprises the basic project and the report for the purposes of environmental authorization, as well as the environmental impact study.

The plant and its location

The project is located in the municipality of Coreses, in the province of Zamora:

  • Promoter: Atlántica Sail H2 Uno, S.L.
  • Purpose: plant for the manufacture of green hydrogen from renewable sources
  • Location: plot 359 of polygon 1, camino Finca 1, 49530 Coreses (Zamora)
  • Procedure: environmental authorization and environmental impact assessment (file number 009-24-AAZA)

Where to consult the file

During the allegation period, the file may be examined from Monday to Friday, from 9:00 a.m. to 2:00 p.m., at two points:

  • Directorate General for Environmental Policy, calle Rigoberto Cortejoso, 14, Valladolid
  • Territorial Service of the Environment of Zamora

In addition, the documentation is made available to interested parties on the environmental participation website of the Junta de Castilla y León (medioambiente.jcyl.es).

Deadline and procedure for submitting allegations

The deadline is 30 business days, counted in accordance with Law 39/2015, of October 1, on the Common Administrative Procedure, from the day following the publication of the notice, i.e., from August 14, 2026. Allegations should preferably be submitted using the “Alegaciones” form linked to the “Environmental authorization” procedure, accessible from the e-office of the Junta de Castilla y León (www.jcyl.es), indicating as mandatory data the file number 009-24-AAZA.

With this publication, the department formally involves interested parties, in accordance with Article 37 of Law 21/2013 and Article 14 of the consolidated text of the Law on Integrated Pollution Prevention and Control. The notice, signed in Valladolid on July 31, 2026, by the Director General of Environmental Policy, José Guirao Sola, makes residents, town councils, and entities in the surroundings of Coreses active participants in the procedure: their observations on a large-scale energy project will be incorporated into the processing before the administration adopts the final decision.
