Corbera d'Ebre nomena Cristina Oprisor segona tinent d'alcalde per rellevar Vela

The mayor of Corbera d’Ebre, Antonio Álvarez Gironés, has appointed councilwoman Cristina Claudia Oprisor as second deputy mayor and member of the Local Government Board in replacement of Jaume Vela Álvarez, who ceases in the same act. The mayoral decree, signed on October 27, 2026, is published in the Official Gazette of the Province of Tarragona (BOPT) on November 2, 2026, with the official reference CVE 2026-10082 and occupies pages 1 and 2. The measure is justified by the internal operational needs of the city council, given that the outgoing councilman will be out of the country for nearly a month.

The appointment falls within the mayor’s power to designate the members of the Local Government Board and the duty of publicity regarding appointments. The decree invokes article 9.3 of Law 40/2015, of October 1, on the legal regime of the public sector, as well as article 9.1 of the same regulation, article 21.3 of Law 7/1985, of April 2, regulating the bases of the local regime, and articles 43 to 45, 114 to 118, 120, and 121 of the Regulation on the organization, operation, and legal regime of local entities, approved by Royal Decree 2568/1986, of November 28. It is also supported by the Recast Text of the Municipal and Local Regime Law of Catalonia, approved by Legislative Decree 2/2003, of April 28, and Law 19/2014, of December 29, on transparency, access to public information, and good governance. The resolution is based on the proposal report issued by the municipal Secretariat.

The internal context of the council is marked by the local elections of May 28, 2023, convened by Royal Decree 207/2023 and Decree 65/2023, and by the constitutive session of June 17, 2023. The Local Government Board exists by agreement of the plenary session of June 28, 2023. Regarding the mayoralty, Sebastià Frixach submitted his resignation from office on January 17, 2025, while maintaining his status as councilman, and the extraordinary plenary session of January 30, 2025, elected the new mayor.

A temporary relief justified by an absence

The decree states that Jaume Vela Álvarez will be out of the country “for a period of nearly a month” and that this circumstance makes it necessary to guarantee the ordinary operation of the governing bodies. Therefore, Cristina Claudia Oprisor is appointed as second deputy mayor and, simultaneously, as a member of the Local Government Board.

The decision entails the simultaneous removal of the outgoing councilman from both positions: the resolution expressly provides that Jaume Vela Álvarez “ceases in this same act” as deputy mayor and as a member of the Government Board. The text does not set a return date nor provide for an automatic reversal of the appointment, meaning the relief will remain in place until a new resolution is issued.

The new distribution of responsibilities

The changes affect the single-person and collegiate bodies of the council:

  • Antonio Álvarez Gironés, mayor-president and author of the decree.
  • Cristina Claudia Oprisor, councilwoman appointed as second deputy mayor and member of the Local Government Board.
  • Jaume Vela Álvarez, councilman who ceases to be deputy mayor and member of the Government Board.
  • Local Government Board, collegiate body constituted by plenary agreement on June 28, 2023, and composed of the councilors designated by the mayor’s office.

Effects, publicity, and appeals

The decree orders the publication in the BOPT, notification to the interested councilors, and dissemination on the transparency portal, in accordance with article 9.1.a of Law 19/2014. Likewise, it provides for reporting the resolution to the plenary in the next session to be held.

The planned terms and channels are as follows:

  • Effectiveness: the day after the signing of the decree, that is, from October 28, 2026.
  • Contentious-administrative appeal before the Contentious-Administrative Court of Tarragona, within a term of two months from the day after notification.
  • Appeal for reversal, of an optional nature, before the same body that issued the resolution, within a term of one month.

The publication concludes the partial reorganization of the government team of a small municipality, where each deputy mayor assumes specific management areas: the handover ensures that the Government Board maintains the number of members and that the delegated competencies do not remain without an effective holder during the absence of the outgoing councilman. The decree also records that the decision will be communicated to the plenary, so that the substitution will be validated before the highest municipal representation body in the first subsequent session.
