Development cooperation: the Provincial Council of Seville announces 1.14 million

The Provincial Council of Seville has approved the 2026 call for development cooperation grants, with a budget of 1,144,850 euros for development NGO projects in developing countries and a second line of 430,600 euros aimed at local entities, associations of municipalities and consortia in the province. Both calls are published in the Official Gazette of the Province of Seville number 157, of 14 August 2026, through resolutions 5579/2026 and 5580/2026, both dated 10 August.

The grants, which will be awarded under a competitive procedure, are intended for the co-financing of projects under the indirect cooperation modality and are framed within the Strategic Grants Plan of the Public Employee Area 2025-2027 (Axis 1. Grants for Development Cooperation), approved by Resolution of the Presidency 1574/2025 and updated by resolutions 2717/2026 and 5174/2026. The terms were approved with the favourable opinion of the Governing Board and the Development Cooperation Advisory Council, at sessions held on 28 July 2026; the announcements appear signed by Maria García de Pesquera Tassara on 12 August.

The processing complies with Law 1/2023, on Cooperation for Sustainable Development and Global Solidarity; with Royal Decree 188/2025, which regulates subsidies and grants in this field; with Law 38/2003, General Grants Law; and with the General Grants Ordinance of the Provincial Council of Seville. Pursuant to its Article 11.12, the terms and calls are registered in the National Grants Database for publication of the extract in the provincial gazette.

Call for development NGOs: 1.14 million euros

The first call (reference BOP-SE-2026-157004) finances cooperation projects submitted by non-governmental organisations based in or having a presence in the province of Seville, with a registered office or permanent branch there. The total amount comes to 1,144,850 euros, charged to the 2026 budget:

• Chapter 4 (current transfers): 641,116 euros (budget line 4107.23100/48000).
• Chapter 7 (capital transfers): 503,734 euros (budget line 4107.23100/78000).
• Maximum grant per project: 40,000 euros non-repayable, not exceeding 80% of the total cost, with a possible increase of up to 2,000 euros for the justification account with auditor’s report.

Call for local entities: 430,600 euros

The second call (reference BOP-SE-2026-157005) is aimed at local entities, associations of municipalities and consortia in the province of Seville, with an allocation of 430,600 euros:

• Chapter 4: EUR 299,020 (budget items 4107.23100/46200, 46300 and 46700).
• Chapter 7: EUR 131,580 (budget items 4107.23100/76200, 76300 and 76700).
• Maximum amount of EUR 40,000 per project, never exceeding 80% of the budget; the contribution from the entities and the NGDOs or local partners shall not be less than 20%.
• In the case of direct implementation by the local entity, the actions must begin within a maximum of 30 business days from the payment of the aid.

Deadline and submission procedure

In both cases, applications must be submitted electronically to the Electronic Registry of the Provincial Council of Seville, addressed to the Public Employee Area, Development Cooperation Unit, within thirty business days counted from the day following the publication of the excerpt of the call in the Official Gazette of the Province. The full terms and conditions can be consulted on the electronic notice board of the electronic office, on the transparency portal and on the Provincial Council’s international cooperation website (cooperacioninternacional.dipusevilla.es), and the maximum period for issuing the final decision shall be three months from the end of the submission period.

With a joint allocation of EUR 1,575,450, the province of Seville maintains in 2026 one of its main instruments of international solidarity: Seville-based NGDOs, city councils and commonwealths have until the end of September to submit their projects, and the outcome will determine the cooperation activity of the provincial institution during the next fiscal year.
