Call for the election of the titular Justice of the Peace and substitute in Aldeanueva de Ebro

The Aldeanueva de Ebro City Council (La Rioja) has called an election process to fill the positions of titular and substitute Justice of the Peace, following the vacancies arising in both posts. The call, signed by the Mayor-President, Ángel Fernández Calvo, on 14 August 2026, has been officially published in the OFFICIAL GAZETTE OF LA RIOJA number 157 of the same date.

The process is governed by Regulation 3/1995 on Justices of the Peace and Organic Law 6/1985, of 1 July, on the Judiciary, establishing a procedure that culminates in the election by the Plenary of the City Council. This administrative action seeks to guarantee the continuity of the administration of justice at local level for the residents of the municipality.

Requirements for applicants

To participate in the selection process, candidates must meet a series of conditions established in current legislation. These requirements seek to ensure that those elected possess the legal and moral capacity necessary for the exercise of judicial functions at the municipal level.

  • Hold Spanish nationality (Article 1 of Regulation 3/1995).
  • Be of legal age (Article 1 of Regulation 3/1995).
  • Not be subject to the grounds for incapacity set out in Article 303 of the Organic Law on the Judiciary.
  • Not be affected by the incompatibilities and prohibitions set out in Articles 389 to 397 of the Organic Law on the Judiciary and Article 14 of Regulation 3/1995.

Deadlines and procedure for submitting applications

The council provides interested parties with a specific application form. Those wishing to apply must complete this form and submit it to the Aldeanueva de Ebro City Council before the legal deadline expires.

  • The submission period will be 15 business days, counted from the day following publication of the resolution in the official gazette.
  • Applications may be submitted in person at the Council’s Entry Registry.
  • Electronic submission is permitted through the municipal electronic office: http://aldeanuevadeebro.sedelectronica.es, in accordance with Article 16.4 of Law 39/2015, of 1 October, on the Common Administrative Procedure.

Publication and selection process

Once applications are admitted, they will be submitted for consideration to the municipal Plenary. This body will be responsible for making the final decision on who will occupy the Justice of the Peace vacancies, following the mandatory review by the Information Commission.

In accordance with Article 101.2 of the Organic Law on the Judiciary, the election of the titular Justice of the Peace and the substitute shall be carried out by an absolute majority of the members of the Plenary, provided that the candidates meet the legal conditions required. To publicize this call, the document will also be displayed on the notice board of the town hall, at the Court of First Instance and at the Justice of the Peace Court itself.

The proper election of these positions is essential for the functioning of proximity justice in Aldeanueva de Ebro, allowing the basic judicial needs of its citizens to be effectively addressed in matters of minor claims and neighborhood mediation.
