Call for 300,000 euros to hire young people under 30 in Ceuta

The State Public Employment Service has opened a call for subsidies aimed at financing the hiring of unemployed young people under thirty years of age in public administrations of Ceuta. The resolution, dated 13 August 2026, was published on Tuesday 18 August 2026 in the Official Gazette of the Autonomous City of Ceuta (BOCCE) No. 6,644, with document reference 590, and constitutes the regulatory framework for the granting of aid in the 2026 financial year within the programme “First professional experience projects in public administrations”.

The call, approved under the competitive bidding regime, is based on articles 17.3.b) and 20.8.a) of Law 38/2003, of 17 November, General Subsidies Law, and is implemented in accordance with Order TES/1077/2023, of 28 September, as amended by Order TES/234/2025, of 7 March, which establish the regulatory bases for the financing of active employment policy programmes of the National Employment System.

Figures and beneficiaries

The call has an estimated maximum budget credit of €300,000, financed under budget item 19.PR51.241A.460.03 of the budget of the Provincial Directorate of the SEPE in Ceuta.

The young beneficiaries of these contracts must be unemployed persons under thirty years of age. The positions will preferably be filled in the following areas:

• Ecological transition and green economy
• Digitalisation of services
• Social cohesion (care for persons with disabilities, those in situations of dependency, vulnerable groups and rehabilitation of environments and housing)
• Local rural development

Applicant entities

Subsidies may be requested by:

• Bodies of the General State Administration
• Public bodies and institutions of the state public sector
• Public universities

These entities must submit applications electronically addressed to the Provincial Directorate of the SEPE in Ceuta, within a period of 15 calendar days from 1 September 2026.

Deadlines and procedure

The procedure is regulated through Resolution of 6 October 2008 of the SEPE (published in the BOE of 13 October 2008), as amended by Resolution of 23 November 2023 of the General Directorate of the SEPE, which establishes the delegation of powers of the Provincial Director of the SEPE in Ceuta.

Applications relating to salary costs and costs associated with mentoring must be submitted within a period of 15 calendar days counted from 1 September 2026. For the application for the subsidy intended to finance travel allowances, the period will be 7 calendar days counted from the last hiring made.
