Call for applications via free appointment for the position of Secretary of University Management

The Department of Universities, Science, Innovation and Culture of the Government of the Canary Islands has announced, via the free appointment procedure, the filling of job position no. 15631, titled Executive Secretary, assigned to the Directorate General for Universities and Research. The call is published by Resolution of August 26, 2026, of the Technical General Secretariat, in the Official Gazette of the Canary Islands no. 178, of September 4, 2026 (pp. 34002-34006).
The new call comes after the previous one, carried out by Resolution of July 8, 2026, was declared void by Order no. 548/2026, of August 20, of the Department Head, as no civil servants applied. Therefore, and in accordance with article 56.5 of Law 2/2025, of June 26, the filling of the position is justified with career civil servants from any Public Administration.
The position and its requirements
The position, with level 18 and 38 points of specific supplement, is assigned to group C2 (Body C211) and requires career civil servant status. It is located in Santa Cruz de Tenerife, with a normal working day, and its functions include material support to the head of the Directorate General, telephone assistance, agenda management, preparation of letters and documents, travel management, and follow-up on assigned matters.

How to participate
Applications, following the model in Annex II, shall be submitted through the Electronic Registry of the electronic headquarters of the Public Administration of the Autonomous Community of the Canary Islands, addressed to the Technical General Secretariat within a period of fifteen business days starting from the day following the publication in the Official Gazette of the Canary Islands.
Along with the application, candidates must provide their curriculum vitae with duly accredited merits: Body or Scale, Group, academic qualification, years of service, and positions held. The resolution will be adopted by Order of the Department Head, who may agree to hold an interview with the candidates, and it will be declared void if no civil servants apply or if those who apply do not meet the requirements.
Legal framework
The call for applications is based on Article 80.1 of the revised text of the Basic Statute of Public Employees (Royal Legislative Decree 5/2015) and Article 78.3 of Law 2/1987 of the Canarian Public Service, which requires a public call announced in the official bulletin with a minimum period of fifteen business days. The position is listed in the job registry modified by Decree 179/2025, of December 1, and has vacancy certification, no legal reservation, and budgetary allocation. The resolution, which exhausts administrative remedies, was signed by the Technical General Secretary, Clara Eugenia Brage Martín, and allows for an optional appeal for reversal within one month or a contentious-administrative appeal within two months.
Opening the process to civil servants from any Public Administration significantly broadens the range of candidates and represents a job opportunity for career civil servants of group C2 who wish to join the structure of the Directorate General for Universities and Research, in a context where the Canarian Administration seeks to reduce temporary employment in the public sector.
