Provisional councilor summoned to the Gran Chimú Council

The Plenary of the National Jury of Elections (JNE) summoned Miguel Alfonso Sagastegui Hoyos to provisionally assume the position of councilor of the Provincial Council of Gran Chimú, department of La Libertad. The decision was adopted through Resolution No. 1656-2026-JNE, published in the Official Gazette El Peruano on Tuesday, September 8, 2026, in the Legal Norms section.
The summons is in response to the unpaid leave granted to the titular councilor Karla Gisela Díaz Alcántara de Bobadilla, who is temporarily stepping away from the position due to her participation as a candidate for regional councilor in the Regional and Municipal Elections (ERM 2026).

The leave was granted through Municipal Council Agreement No. 107-2026-MPGCH-C, dated June 11, 2026, effective from June 6 to October 4, 2026. The resolution is based on Law No. 27972 (Organic Law of Municipalities), Law No. 27683 (Regional Elections Law), and Resolution No. 00746-2025-JNE, which regulates the resignations and leaves of officials participating as candidates in the ERM 2026.
According to these regulations, leave requests had to be submitted in writing by June 8, 2026—that is, 120 calendar days before the elections. The ERM 2026 were called for Sunday, October 4, 2026, the date on which governors, vice-governors, and regional councilors, as well as mayors and councilors, will be elected nationwide.
The summons and its effects
The resolution temporarily nullifies the credential of Karla Gisela Díaz Alcántara de Bobadilla as a councilor of the Provincial Council of Gran Chimú for the period between June 6 and October 4, 2026. In her place, Miguel Alfonso Sagastegui Hoyos, identified with DNI No. 27150491, a non-proclaimed candidate of the political organization Súmate, is summoned to provisionally assume the position during the same period, and is granted the credential empowering him as such.
The summons is carried out in accordance with the Act of Proclamation of Computation Results and Elected District Municipal Authorities of the province of Gran Chimú, issued on November 4, 2022, by the Special Electoral Jury of Pacasmayo, regarding the 2022 Regional and Municipal Elections.
