The Minister of Enterprise, Freelancers and Energy, Alejandro Sáenz de San Pedro García, has called for the general elections to constitute the Plenary of the Official Chamber of Commerce, Industry, Services and Navigation of Ibiza and Formentera, which will be held on November 20, 2026. The call is published in the Official Gazette of the Balearic Islands (BOIB) no. 130, of October 13, 2026, in Section I, by means of Order 34/2026, of October 5. The text enters into force the day after its publication.

The regulation is issued under the aegis of Law 1/2017, of May 12, on official chambers of commerce, industry, services and navigation of the Balearic Islands, and Law 4/2014, of April 1, basic law on chambers, developed by Royal Decree 669/2015, of July 17. Tutelage over the chambers corresponds to the Government of the Balearic Islands and, specifically, to the General Directorate of Enterprise, Freelancers and Commerce of the Ministry of Enterprise, Freelancers and Energy, according to Decree 10/2025, of July 14. The timeframe is established by Order ECM/1382/2025, of November 28, which declares open the electoral process for the renewal of the plenaries of all Spanish chambers between December 1, 2025, and December 31, 2027.

The same issue of the BOIB publishes Order 32/2026, of September 25, with an identical objective for the same corporation. As an immediate precedent, the Resolution of the Minister of Enterprise, Freelancers and Energy published in BOIB no. 109, of September 1, 2026, made public the appointments of the Plenary of the Official Chamber of Commerce, Industry, Services and Navigation of Mallorca, where the candidacies presented matched the number of seats and it was not necessary to hold votes.

Fifteen memberships and six sectoral groups

The Plenary of the Chamber of Ibiza and Formentera is fully renewed, with 15 memberships, in accordance with article 8 of the Internal Regime Regulations approved by the Resolution of the Minister of Labor, Commerce and Industry of October 30, 2017. The distribution is as follows:

  • 10 members elected by free, equal, direct and secret suffrage among the natural or legal persons of the electoral census.
  • 2 members representing companies and persons of recognized prestige, proposed by the most representative business organizations: CAEB (1) and PIMEEF (1).
  • 3 members representing the companies with the highest voluntary contribution or sponsorship.

The annex of the call details the census groups and the memberships of each:

  • Group I. Energy and industry: 1 member.
  • Group II. Construction and real estate development: 1 member.
  • Group III. Commerce: 2 members, one for wholesale trade and one for retail trade.
  • Group IV. Hospitality: 4 members, three for accommodation and one for catering and recreational services.
  • Group V. Transport: 1 member.
  • Group VI. Other services: 1 member.

The island of Formentera is guaranteed a minimum of two representatives: an elected member from group IV of hotel accommodation and a co-opted member with a registered office on the island.

Calendar, months and Electoral Board

To guarantee the objectivity and transparency of the process, the Electoral Board of Ibiza and Formentera must be constituted, with the powers set out in articles 24 and 25 of Law 1/2017, within five days following the publication of the call. Its headquarters are at the Ministry of Enterprise, Self-Employed and Energy, plaça de Son Castelló, 1, 07009 Palma.

Voting will take place on November 20, 2026, from 9:00 a.m. to 8:00 p.m., at two polling stations:

  • Polling station number 1, carrer de l’Historiador Josep Clapès, 4, 1a, 07800 Ibiza, with one table, for electors from all municipalities of Ibiza.
  • Polling station number 2, Chamber delegation in Formentera, edificio Aurora, 6, 07860 Sant Francesc de Formentera, with one table, for electors from Formentera.

Candidacies, endorsements and postal voting

Candidacies must be submitted to the Secretariat of the Chamber or its delegation during the ten business days following the publication of the call, according to the standardized forms of Order 6/2026, of April 22. Each candidacy must be endorsed by a minimum of 5% of the electors of the group or category; if the group exceeds two hundred electors, ten signatures are sufficient.

Within the same period of ten business days, the most representative intersectoral and territorial business organizations must submit the designation of their candidates. The Chamber must also request from the companies with the highest voluntary contributions the acceptance of the memberships and the designation of their representatives.

Postal voting requires a written request to the Secretariat within ten business days following the publication, sent by certified and urgent mail. Only votes received at the headquarters of the Electoral Board before 8:00 p.m. on the day before the elections will be accepted.

The call affects the entire commercial, industrial, and service fabric of the two islands, which will have to renew the governing bodies of its corporation in the midst of the restructuring process of the Balearic chamber map. The result of November 20 will determine the composition of the Plenary that will manage the services and institutional representation of commerce in Ibiza and Formentera for the coming years.
