Scheduled occupation activities for the footbridge over the A-2 have been called

The State Roads District in Catalonia has called for the drawing up of the records prior to the occupation of assets and rights affected by the pedestrian bridge project over the A-2 highway, at kilometer point 487+000, between the municipal boundaries of El Palau d’Anglesola and Mollerussa. The call is published in the Official Gazette of the Province of Lleida no. 191, dated October 7, 2026, under edict number 8253 and reference CVE BOP-2026_0_191_8253. The act will be held on Tuesday, November 3, 2026, from 11:00 to 12:30 hours, at the Town Hall of El Palau d’Anglesola.

The announcement was signed by the chief engineer of the District, Elena Castro Correa, on October 2, 2026, and is part of the compulsory expropriation file derived from the layout project “Pedestrian bridge over the A-2 Highway, p.k. 487+000, between the municipal boundaries of El Palau d’Anglesola and Mollerusa. Province of Lleida”, with the key 33-L-4340. The District acts under the powers of article 98 of the Compulsory Expropriation Law and rules 2a and 3a of its article 52.

The project has undergone a long processing period. On May 12, 2022, the deputy general director of Conservation, by delegation of the general director of Roads (Order TMA/1007/2021, of September 9), provisionally approved the layout project and declared its urgency, in accordance with article 12.2 of Law 37/2015, of September 29, on roads, as amended by Royal Decree-Law 18/2018, of November 8. On May 9, 2024, the general secretary of Infrastructure, by delegation of the Minister of Transport and Sustainable Mobility (OM TMA/1007/2021, modified by OM TMA/355/2023, of April 10), resolved to approve the public information file and, definitively, the layout project.

Three affected estates in El Palau d’Anglesola

The list of affected assets and rights accompanying the announcement includes three estates, all within the municipal boundary of El Palau d’Anglesola, identified by their cadastral reference:

• 25198A003000750000MW, owned by Ricardo Colomina SL.
• 4124301CG2142S0001KD, owned by the Town Hall of El Palau d’Anglesola.
• 25198A003000860000MT, also owned by the Town Hall of El Palau d’Anglesola.

The list distinguishes between temporary occupation, easement, and expropriation, and can be consulted along with the parcel maps at the electronic headquarters of the Ministry of Transport, Mobility and Urban Agenda, on the notice board of the Town Hall of El Palau d’Anglesola, at the State Roads District in Catalonia, and at the Lleida Roads Unit.

How and when owners may appear

The owners of the assets and rights must appear in person or be represented by a duly authorized person, providing the documents that prove ownership. They may be accompanied, if they so wish and at their own expense, by their experts and a notary.

Until the moment the preliminary records are drawn up, the interested parties may submit written allegations intended solely to correct possible errors in the list of assets affected by the urgent occupation. The place of submission is the State Roads Demarcation in Catalonia, at carrer de la Marquesa, 12, 08003 Barcelona, or the electronic office of the Ministry.

The announcement also serves as notification for unidentified interested parties, unknown owners, and those whose whereabouts are unknown, in accordance with Article 44 of Law 39/2015, of October 1, on the common administrative procedure. Furthermore, the appointment will be communicated individually to the interested parties and will be inserted in two widely circulated newspapers in the province of Lleida, in the Official Gazette of the Province of Lleida, and in the Official State Gazette.

The call starts the countdown for the owners of the affected estates in Palau d’Anglesola to defend their rights before the Administration occupies the land: those who do not appear on November 3 or do not submit allegations within the deadline will be subject to the expropriation process under the conditions set by the State. The footbridge is intended to improve the pedestrian connection between Palau d’Anglesola and Mollerussa over a high-traffic highway, but the immediate cost is paid by the private and municipal plots included in the file.
