Previous records for the 220 kV Anchuelo-Complutum line have been convened

The General Directorate of Energy Transition and Circular Economy of the Regional Ministry of Environment, Agriculture and Interior has called for the drawing up of the records prior to the occupation of the estates affected by the project for the 220 kV double-circuit overhead-underground line between the ST Anchuelo 220 kV and ST Complutum 220 kV substations. The resolution, signed on July 31, 2026, is published in the Official Gazette of the Community of Madrid number 199, dated August 21, 2026, with the reference BOCM-20260821-18.

The call affects land within the municipal boundaries of Anchuelo, Alcalá de Henares, and Los Santos de la Humosa, and is part of the expropriation file EXE 02/26. The project already has administrative authorization granted by resolution on May 7, 2026, published on May 28 in BOCM number 125, following the corresponding public information process.

The occupation of the affected assets and rights is based on Article 56 of Law 24/2013, of December 26, on the Electricity Sector, which implies the need for occupation and its urgent nature, and Article 52 of the Compulsory Expropriation Law, of December 16, 1954. Until the time the record is drawn up, holders may submit in writing to the General Directorate any statements they deem appropriate, solely for the purpose of correcting possible errors in the list of assets and rights.

Appearance schedule

The drawing up of records will take place at the town halls where the estates are located, on the following dates:

  • September 29 at the Anchuelo Town Hall.
  • September 30 at the Los Santos de la Humosa Town Hall.
  • October 1 at the Alcalá de Henares Town Hall.

The order of the proceedings is listed in the attached list of assets and rights and will be communicated via individual summons, with the list of holders being posted on the notice boards of the three town halls.

Affected holders and estates

Among those affected are private owners, the town halls of Anchuelo and Los Santos de la Humosa, the National Institute for Agricultural and Food Research and Technology (under the Ministry of Agriculture, Fisheries and Food), the Ministry of Transport, Mobility and Urban Agenda, as well as the companies Landcompany 2020, S. L., Cerro Murillo, S. A., and Balcón del Henares, S. L.. The estates include line supports (T-3 to T-20), splice chambers, rights of way, and temporary and permanent occupations of farmland, olive groves, pastures, and wooded areas.

Interested parties must appear in person or be duly represented, providing their ID (DNI), documents proving ownership, and the most recent Property Tax (IBI) receipt; they may be accompanied by an expert and a notary at their own expense. In the event of non-appearance, the proceedings will be conducted with the Public Prosecutor’s Office. This publication is also made for the purposes of Article 44 of Law 39/2015, of October 1, to notify unknown owners or those whose address is unknown.

Occupation and Fair Price

Once the formalities have been completed, the occupation and taking possession of the estates will proceed. During the act, acquisition by mutual agreement may be proposed, and the corresponding minutes will be signed including the valuation of the assets, the affection premium, the actual damages, and the loss of profits. If no agreement is reached, the appraisal sheet for the prior deposits and compensation for rapid occupation will be delivered, the payment of which will be made as an advance on the final fair price before immediate occupation.

The resolution is signed by the Director General for Energy Transition and Circular Economy, Cristina Aparicio Maeztu. This news directly affects dozens of owners and rights holders in the Corredor del Henares region, who must remain attentive to individual summons to avoid losing the opportunity to file objections or negotiate compensation for their land within the framework of an electrical infrastructure key to the area’s supply.
