Call for the Head of the Asturias Good Governance Office

The Transparency and Good Governance Council of the Principality of Asturias has announced the selection process, through the system of free appointment, for the Head of Service of the Office of Good Governance and the Fight against Corruption (CG 88/9). The call is formalized by Resolution 7/2026, of September 3, 2026, of the President of the Council, published in the Official Gazette of the Principality of Asturias (BOPA) number 174, of September 9, 2026 (file CTBG-PA/CSV/2026/0001).

The position, included in the current List of Work Positions for the civil servant personnel of the Council, is vacant and must be permanently filled by free appointment via a public call, in accordance with Article 65 of the Law of the Principality of Asturias 2/2023, of March 15, on Public Employment. The authority to convene and appoint corresponds to the Presidency of the Council, according to Article 66.1.g) of Law 8/2018, of September 14, on Transparency, Good Governance, and Interest Groups.

Position Configuration

The Head of Service is configured as a singularized position of level 30, with an annual specific supplement of 32,760.56 euros, assigned to the Administration of the Principality of Asturias and based in the municipality of Oviedo. Its functions encompass the direction, coordination, and supervision of the Office, the Secretariat of the Plenary, and senior legal advice on matters of transparency, access to public information, public integrity, prevention of corruption, conflicts of interest, and the protection of whistleblowers.

Requirements and Deadline

Those who are linked to the Administration of the Principality by a permanent civil service employment relationship, belong to Subgroup A1 and the Superior Administration Corps (G001), and meet the requirements of the RPT, including the degree in Law, may submit an application. The submission period will be twenty business days from the day following the publication of the call in the BOPA, addressing the applications to the Presidency of the Council.

Suitability will be assessed jointly and with justification, considering professional trajectory, knowledge, and experience in administrative management, administrative law, transparency, protection of whistleblowers, and management of collegiate bodies. The mere performance of positions of a predominantly political or trust-based nature will not be valued as management experience.

Resolution and Assumption of Office

It is the responsibility of the President of the Council to resolve the procedure, within a maximum period of two months. The resolution shall be reasoned and published in the BOPA. The assumption of office shall be within three business days if the position is located in the same locality as the one currently held, and within seven business days if it is located in a different locality.

The call for applications reinforces the role of the Council as a guarantee body for transparency and public integrity in Asturias, by providing stable technical leadership to the Office in charge of the prevention of corruption and the protection of whistleblowers, in a context of increasing institutional demand in these matters.
