Tripartite agreement boosts the Neorama Festival in Granada

The Ministry of Education, Vocational Training and Sports, the Ministry of Culture, and the Confederation of Musical Youth of Spain have signed an agreement for the celebration of the Neorama Festival in Granada during the month of September 2026. The agreement, signed on August 21, 2026, is published via the Resolution of September 8, 2026, of the Undersecretariat, in the Official State Gazette number 227, of September 14, 2026, section III, page 121968 (official reference: BOE-A-2026-19171).

The agreement establishes a collaboration framework to develop cultural, educational, and institutional activities that highlight the musical plurality and diversity of Spain and encourage the dissemination, knowledge, and reflection surrounding artistic education. The festival is created on the occasion of the 75th anniversary of the Confederation of Musical Youth of Spain, a non-profit entity founded in 1951, and aspires to establish itself as a meeting space between youth, territories, and the different musical expressions of the country.

A showcase for young talent

The Neorama Festival is conceived as a national-scale initiative that combines an intense program of concerts over three consecutive days with a prominent educational component. Alongside the artistic exhibition, the festival plans conferences, debates, and participatory activities aimed at fostering reflection and the exchange of experiences between cultural, educational, and institutional agents from across the territory.

The initiative is projected with an inclusive and continuous vocation, with plans for annual celebration under an itinerant format. Among its objectives are to make young musical talent visible, strengthen territorial cohesion, foster dialogue, and promote values linked to inclusion and diversity.

Dissemination of the new law on artistic education

One of the central lines of the agreement is the dissemination of Law 1/2024, of June 7, which regulates higher artistic education and establishes the organization and equivalencies of professional artistic education. To this end, several actions are planned:

• A presentation conference on the law by the Ministry of Education, Vocational Training and Sports.
• A round table with representation from the Ministry and the autonomous communities regarding coordination in the development of artistic education.
• An institutional information and guidance point on the new regulatory framework and its training, academic, and professional opportunities.
• A round table by the Ministry of Culture on the challenges of professional integration for young musicians.

Financing and monitoring

The agreement contemplates financial contributions from the three parties, all including VAT:

• Ministry of Education, Vocational Training and Sports: maximum of €60,000.
• Ministry of Culture: maximum of €15,000.
• Confederation of Musical Youth of Spain: minimum of €60,000.

The confederation assumes the organization, production, and dissemination of the festival, as well as the technical and logistical coordination. A Monitoring Commission, with a minimum of three members, will ensure the execution of the project and certify the fulfillment of the commitments. The agreement, which will be governed by Law 40/2015, of October 1, on the Legal Regime of the Public Sector, will be in effect until March 1, 2027, with the possibility of an extension for up to two additional years.

The agreement was signed by Mónica Domínguez García, Director General of Evaluation and Territorial Cooperation; Javier Monsalve Iglesias, Director General of Performing Arts and Music; and Andrea González Pérez, President of the Confederation of Musical Youth of Spain. The resolution publishing it bears the signature of the Undersecretary of the Presidency, Justice and Relations with the Courts, Alberto Herrera Rodríguez.

The publication of this agreement in the BOE makes the Neorama Festival a benchmark for institutional collaboration between education and culture, and brings the new framework of artistic education closer to the citizens. For young musicians and students, the festival presents itself as a unique opportunity for visibility, training, and professional connection on a national stage.
