Por FactBox Admin

The Department of Sustainable Development of the Regional Government of Castilla-La Mancha and the City Council of Fuentelviejo (Guadalajara) formalized an agreement on October 1, 2026, for the construction of a new drinking water regulating tank in the municipality, an action co-financeable with ERDF funds. The General Secretariat of the Department arranged for its publication via the Resolution of 02/10/2026, which appears in the Official Gazette of Castilla-La Mancha (DOCM) No. 198, of October 15, 2026, with the official reference [2026/7306].
The agreement is published under Article 7.1 of Decree 315/2007, of December 27, which regulates the General Registry of Agreements of the regional administration. This is an inter-administrative agreement as provided for in Articles 47 to 52 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, and in Article 57.1 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime.
The signing was carried out by the regional minister María Mercedes Gómez Rodríguez, representing the Department, and the mayor-president María del Mar García Vázquez, for the City Council. The agreement is framed within Law 2/2022, of February 18, on Waters of the Autonomous Community of Castilla-La Mancha, whose Article 35.2 requires the specification of actions to be materialized through an agreement when the regional and local administrations intervene jointly.
A budget of 338,649 euros co-financed at 98%
The total estimated amount of the action amounts to 338,649.34 euros, VAT included, according to the budget detailed in the project. The financing is distributed according to the percentages of Article 2 of Decree 18/1989, of March 7, on aid to Local Corporations for water supply and sanitation:
- Department of Sustainable Development: 98% of the total, 331,876.35 euros.
- City Council of Fuentelviejo: 2% of the total, 6,772.99 euros.
The regional expenditure is allocated to budget application 56010000.512A.69000, with expenditure project OOAA/0000001884, financed with ERDF funds, fund FPA0090010, for the 2027 fiscal year. The municipal contribution will be charged to application 161/751 of 2027, with the anticipated expenditure commitment already accredited. The amounts are estimated and are subject to the existence of adequate and sufficient credit.
From the 2022 agreement to the 2026 addendum
The origin of the action dates back to the cooperation agreement signed on September 12, 2022, between the then Castilla-La Mancha Water Agency, O.A., and the City Council, following the municipal request for assistance to improve the water supply. On that basis, the Agency tendered the engineering services contract to draft the construction project, with file number 2022/005606 (5602TO22SER00002), awarded on June 2, 2022, to Basis oficina técnica, s.l.
The project, signed by the civil engineer José María Jiménez (member no. 14261), set a contract execution budget of 262,315.52 euros and a material execution period of five months. The action, titled “new 150 m³ tank and improvement of catchment,” was included in the 2026 investment program approved by resolution of the Management Directorate of the Water Agency on February 23, 2026.
The elapsed time and price variations necessitated a budget update to prevent the tender from remaining vacant. The addendum of July 15, 2026, increased the base tender budget to the current 338,649.34 euros. Law 1/2026, of March 26, extinguished the Water Agency, whose competencies were assumed by the General Directorate of Water, created by Decree 17/2026, of April 14, and integrated into the Department of Sustainable Development.
Deadlines, monitoring commission, and penalties
Following the signing, the City Council has an estimated one month to approve the technical project, process the consultation procedure substituting the building permit, and certify the availability of the land. Subsequently, the General Directorate of Water will prepare, tender, and award the works contract within an estimated period of two months.
- Validity: twelve months, extendable up to six more months by agreement of the monitoring commission.
- Delivery: the City Council must accept the work and pay its share within a maximum period of one month from its completion.
- Monitoring Commission: one representative per signing entity and a secretary, with a presidency designated by the Department; it may approve expenditure increases of up to 10% of the budget.
- Penalties: coercive fines of 10% of the final amount for each month of delay in the acceptance or in the payment of the municipal co-financing.
The final recipient of the property is the Fuentelviejo City Council, which will acquire full ownership of the assets upon acceptance and will assume its maintenance, conservation, and operation, as well as its inclusion in the municipal inventory.
The publication of the agreement provides transparency to an investment that directly affects the basic public service of domestic drinking water supply in Fuentelviejo, a municipality that depends on this infrastructure to guarantee the supply to its entire population. The new 150 m³ reservoir and the improvement of the intake and the high-pressure network seek to secure the system against episodes of scarcity, with the majority of the cost assumed by the Junta and European ERDF funding.
