Agreement to renovate the roof of the La Habana Vieja pavilion

The Official Gazette of Cantabria publishes this Friday, 14 August 2026, the collaboration agreement between the Government of Cantabria and the City Council of Torrelavega for the comprehensive renovation of the roof of the municipal pavilion La Habana Vieja. The Autonomous Community will contribute up to €200,000 to a project budgeted at €299,178.26, with a four-month execution period, and which will result in a municipal tender.

The agreement is made public through the Resolution of 11 August 2026 of the General Secretariat of the Regional Ministry of Culture, Tourism and Sport, signed by the Secretary-General Alejandra Perales Zamorano in application of Article 163 of Law 5/2018 of Cantabria, of 22 November, on the Legal Regime of the Government, Administration and Institutional Public Sector. For the Government, the text was signed by the Regional Minister Luis Venancio Martínez Abad, authorized by agreement of the Governing Council of 9 July 2026, and for the municipality, it was signed by the Mayor Javier López Estrada, with the backing of the Plenary Session of 5 August 2026. The document appears in BOC number 156, pages 37404 to 37411, with the official reference CVE-2026-6500.

A pavilion with widespread damp and leaks

The purpose of the agreement is to definitively solve the problems of widespread damp, seepage and drips suffered by the building, which have deteriorated various structural elements, compromising the conditions of use, conservation and safety of the facility. After analyzing the pathologies, the parties consider that the most appropriate and durable solution is the comprehensive renovation of the roofing system to guarantee the building’s watertightness.

The pavilion stands on Pintor Varela Street, between the A-67 motorway and Bulevar Ronda, on an urban plot with a cadastral area of 15,603 square meters (cadastral reference 39087A00500316), with a building of 4,593 square meters and an intervention area of approximately 1,900 square meters.

Budget, financing and deadlines

The agreement establishes the following figures and schedule:

  • Tender base budget: €299,178.26 (VAT included), according to the March 2026 project drafted by architects David Ceballos Fernández and Carlos Alberto Gómez Santos.
  • Contribution from the Government of Cantabria: maximum of €200,000, charged to budget item 08.06.336A.611.01 of fiscal year 2026, which will be reduced proportionally if the contract is awarded for an amount lower than budgeted.
  • Works execution period: four months from its start, with the work expected to be undertaken during the summer period.
  • Payments will be made monthly against invoices and work certificates submitted by the City Council, subject to prior certification by the municipal comptroller.

A new roof and a municipal tender

The works include the removal of wiring, the total dismantling of the existing roofing system, the anticorrosion treatment of trusses and purlins damaged by leaks, the installation of an integral industrial roofing system with polycarbonate panels and metal sandwich panels with concealed fasteners, the construction of a perimeter gutter and new zinc downspouts, the side flashings and the reinstallation of the affected wiring and installations.

The Torrelavega City Council will be responsible for promoting and resolving the tender and award of the works contract, in accordance with article 116.5 of Law 9/2017, of 8 November, on Public Sector Contracts, and for supervising and approving the project before the tender. The agreement will take effect upon its publication in the BOC and will have a validity of two years, and will include a joint monitoring body made up of the mayor and the head of the Regional Ministry, acting through the General Directorate of Sport.

Relevance for Torrelavega

The intervention will guarantee the watertightness of the building and restore to the La Habana Vieja pavilion the safety and functionality conditions necessary for its sports use, which the City Council must maintain for at least five years from the completion of the works. With this co-financing, the municipality will be able to undertake a repair of €299,178.26, assuming only the part not covered by the regional contribution, and will do so with a technical project already drafted, which shortens the procedures prior to contracting.
