Agreement for Practical Training in Health Sciences

The Community of Madrid, through the Regional Ministry of Health, the Madrid Health Service (SERMAS), and the Alfonso X el Sabio University, have signed a collaboration agreement, dated July 31, 2026, to regulate the practical training of Health Sciences degrees in the affiliated public health centers. The agreement is published in the Official Gazette of the Community of Madrid (BOCM), number 202, of August 25, 2026, pages 44 and following, with reference BOCM-20260825-10.

The agreement unifies into a single legal instrument the collaboration that both institutions had been maintaining with the private university, and replaces previous agreements for clinical teaching in the Nursing degree (September 27, 2023) and for internships in the Biomedicine and Biotechnology degrees (August 24, 2021). The signing was carried out by the Regional Minister of Health, Fátima Matute Teresa; the Vice-Minister of Health and Director General of SERMAS, Laura Gutiérrez Barreno; the rector of the university, Juan Romo Urroz; and the president of Universidad Privada de Madrid, S. A., Jesús Núñez Velázquez.

Purpose and included degrees

The agreement regulates the external curricular academic internships of the official Bachelor’s and University Master’s degrees in Health Sciences taught by the university, assigned to the areas of knowledge contemplated in the first clause. These include:

• Medicine and dentistry.
• Nursing.
• Pharmacy.
• Physiotherapy, podiatry, nutrition and dietetics, occupational therapy, optics and optometry, and speech therapy.
• Biomedical sciences, biology and genetics, biochemistry, and biotechnology.
• Behavioral sciences and psychology, veterinary medicine, physical activity and sports sciences, and interdisciplinary studies.

Health centers and internship regime

The Regional Ministry of Health and SERMAS make available to the university the health centers accredited for university teaching detailed in Annex I, which include hospitals such as the La Paz University Hospital, the Gregorio Marañón General University Hospital, the Niño Jesús University Children’s Hospital, the Severo Ochoa University Hospital, or the San José y Santa Adela Red Cross Central Hospital, in addition to numerous Primary Care health centers. The initial list may be modified by the addition or removal of centers according to the agreements of the annual technical meetings.

The distribution of students will be adapted to the structural and teaching capacity of each center, and internships will be subject to the needs of providing healthcare with quality and clinical safety. Each center will designate clinical tutors and a coordinator, while the university will appoint an academic tutor, in accordance with Royal Decree 592/2014, of July 11.

Financial Compensation and Monitoring

As compensation for the use of the centers for teaching, the university will pay SERMAS, each academic year, 25% of the amount of the public prices per credit for first-time enrollment in the subjects in which internships are carried out, both at the Undergraduate and Master’s levels. The amounts will be paid before November 30 of each year and will be distributed among the centers according to the students who have rotated through each one.

For the interpretation and control of the agreement, a Joint Monitoring, Surveillance, and Control Commission will be established, of a parity nature, with representation from the university, the Ministry of Health, and SERMAS. The agreement will be valid for four years, renewable for another four, and requires students to comply with data protection regulations, confidentiality, and the absence of a criminal record for sexual offenses when the activity affects minors.

Impact

The agreement guarantees the practical training of future healthcare professionals within the Madrid public network, a key element for the quality and excellence of the regional health system, and reinforces the collaboration between the university and the SERMAS healthcare centers in teaching, research, and continuing education.
