Agreement to provide training in healthcare humanization for SES professionals

The Official Gazette of Extremadura (DOE) number 174, dated September 9, 2026, publishes the Resolution of September 1, 2026, of the General Secretariat, which publicizes the agreement signed on July 31, 2026, between the Extremadura Health Service (SES), the University of Navarra, the Humans Foundation, and Merck for the development of a training program in the humanization of healthcare within the SES (reference RCN202600247, document 2026062258).

The resolution, signed by the General Secretary, David González Gil, is issued in accordance with Article 19 of Decree 154/2025, of November 18, which regulates the agreement activity and the General Registry of Agreements of the Administration of the Autonomous Community of Extremadura.

A person-centered program

The purpose of the agreement is the development and execution of a “Training Program in the Humanization of Healthcare,” aimed at healthcare, administration, and management professionals of the SES. The program is part of the SES Healthcare Humanization Action Plan, which includes training actions on the key aspects of humanization.

The main objectives of the program are:

  • To provide theoretical and practical knowledge on the person-centered practice model, valuing their uniqueness, dignity, and participation.
  • To promote reflection on the interrelationship between professional practice and the personal dimension, in order to place the person at the center of care.
  • To facilitate the application of person-centered care in clinical and organizational contexts.
  • To analyze the influence of the physical and personal environment on the implementation of person-centered practices.

Places, format, and certification

The program will have 250 places and will consist of a 25-hour course with flexible dedication, lasting eight weeks in an online format with theoretical, practical, and applied methodology. Certification will be accredited by passing four questionnaires with at least 80% on each, and it will be a proprietary degree issued by the University of Navarra with a teaching load of 1 ECTS, sent in electronic format at no cost to the participants.

The parties assume differentiated commitments:

  • University of Navarra: academic co-direction, executive direction, project design and development, management of materials, and certification.
  • Humans Foundation: academic co-direction, collaboration on content, monitoring of forums, and dissemination activities.
  • Merck: advisory to the academic direction, financial contribution, and general supervision of the project.
  • SES: dissemination of the course and evaluation of the professionals’ level of satisfaction.

Financing and validity

The signing of the agreement does not generate economic obligations for the SES nor any charge to its budgets; therefore, it does not entail an increase in expenditure or a decrease in income for the Autonomous Community of Extremadura. A Monitoring Committee is established, consisting of one representative from each party, to ensure the proper fulfillment of the object of the agreement.

The agreement shall take effect from the date of its signing and shall remain in force until the completion of the planned activities, which must be carried out before December 31, 2027, with the possibility of an extension for up to four additional years by unanimous agreement.

The initiative reinforces the commitment of the Extremaduran health system to a more humane and person-centered care, training its professionals in competencies that directly impact the quality perceived by patients and the well-being of the healthcare teams themselves.
