Agreement to adapt the 1-year-old classroom at the Liérganes school

The Official Gazette of Cantabria publishes today, Wednesday, 12 August 2026, the Resolution of 6 August which provides for the publication of the collaboration agreement between the Government of Cantabria and the Liérganes Town Council to carry out improvement works at the CEIP Eugenio Perojo. The agreement, with an estimated cost of 91,471.70 euros, will make it possible to adapt a building on the school site as a classroom for 1-year-olds and to separate the 1- and 2-year-old pupils, who currently share the same space.

The text appears in section 7.5 (Miscellaneous) of BOC number 154, with reference CVE-2026-6416, on pages 37034 to 37038. The publication is made pursuant to Article 163 of Law 5/2018, of 22 November, on the Legal Regime of the Government, the Administration and the Institutional Public Sector of Cantabria, and the resolution is signed by Marina Rugama Guerrero, Secretary General of Education, Vocational Training and Universities.

Signatories to the agreement

The agreement was signed in Santander on 5 August 2026 by the representatives of both administrations:

  • Sergio Silva Fernández, Minister of Education, Vocational Training and Universities, on behalf of the Government of Cantabria, appointed by Decree 7/2023, of 7 July, and authorised to sign by agreement of the Governing Council of 23 July 2026.
  • Ángel Bordas García, mayor of the Liérganes Town Council, in exercise of the powers conferred on him by Article 21 of Law 7/1985, of 2 April, regulating the Bases of Local Government.

Cooperation between the Department of Education, Vocational Training and Universities and the Town Council is based on the Law of Bases of Local Government (Article 25.2.n), on Royal Decree 2274/1993, of 22 December, on Cooperation of Local Corporations with the Educational Administration, on Article 8 of Organic Law 2/2006, on Education, and on Article 13 of Law of Cantabria 6/2008, of 26 December, on Education of Cantabria.

Financing and deadlines

The estimated cost of the works is 91,471.70 euros, to which must be added the costs of preliminary studies, projects and construction management, which will be borne by the Liérganes Town Council. The Government of Cantabria will contribute 73,177.36 euros, charged to budget item 09.07.322A.611.07 of the 2026 regional budgets, which will be paid upon justification by means of invoices or other documents evidencing the expense; if the final cost were lower than estimated, the contribution will be reduced proportionally.

  • The works must be completed before 20 November 2026.
  • The agreement will be valid until 31 December 2026, with the possibility of an extension addendum and, in that case, payment in 2027 of the part of the work not executed.
  • The Liérganes Town Council will assume the added costs of contract modifications, supplementary works and settlements if the work exceeds the fixed amount.

Execution and monitoring

The Liérganes Town Council is responsible for contracting the works, drafting the projects and supervising the works. Once awarded, it must send to the Regional Ministry of Education, Vocational Training and Universities a copy of the award agreement with the contract price and, once the works are completed, make them available to the Regional Ministry.

Monitoring of the agreement is entrusted to a Joint Commission of four members, two from each Administration, which will resolve by mutual agreement any doubts that arise during implementation. The administrative contentious jurisdiction will be competent for litigation matters, and the agreement will be terminated by mutual agreement or breach, with settlement of the work actually carried out if it has not been completed.

The action responds to a specific need of the municipality: to provide a dedicated space for 1-year-old pupils at CEIP Eugenio Perojo, who currently share a classroom with 2-year-old children. For the families of Liérganes, the agreement guarantees an improvement in educational facilities with regional funding and municipal execution, with the aim of having the works completed before 20 November 2026 for this school year.
