Fomento-IPEX Agreement to promote regional industrial land

The Regional Ministry of Development of the Junta de Comunidades de Castilla-La Mancha and the Castilla-La Mancha Foreign Promotion Institute (IPEX) have signed a collaboration agreement to promote industrial land and attract investment to the region. The agreement, signed in Toledo on September 7, 2026, has been published in the Official Gazette of Castilla-La Mancha (DOCM, year XLV, no. 178, of September 16, 2026, page 32059) by means of the Resolution of 09/09/2026 of the General Secretariat, with official reference [2026/6558].

The publication is carried out in compliance with article 7.1 of Decree 315/2007, of December 27, which regulates the General Registry of Agreements of the Administration of the Junta de Comunidades de Castilla-La Mancha. The full text of the agreement is incorporated as an annex to the resolution, signed by the General Secretary, Daniel Corredor Román.

The signing parties

The agreement is signed, on one part, by Ignacio Hernando Serrano, Regional Minister of Development, appointed by Decree 88/2023, of July 9; and, on the other, by Patricia Franco Jiménez, Regional Minister of Economy, Business and Employment and President of the Board of Directors of IPEX, by virtue of the powers attributed in articles 6 and 7 of Law 3/2002, of March 7, establishing the institute.

The Regional Ministry of Development exercises exclusive competencies in territorial planning (article 31.1.2ª of the Statute of Autonomy), through the General Directorate of Territorial Planning and Urbanism.
IPEX, a Public Law entity dependent on the Regional Ministry of Economy, Business and Employment, aims to promote the internationalization of companies and the attraction of foreign direct investment.

The objective: the Industrial Land Map

The agreement seeks to strengthen the promotion tools for land classified as industrial and tertiary in the region. The centerpiece is the Industrial Land Map (MSI), hosted on the Regional Ministry of Development’s viewer (visores.castillalamancha.es/suelo_industrial/), within the Spatial Data Infrastructure of Castilla-La Mancha, coordinated by the Cartographic Center of Castilla-La Mancha.

IPEX will develop its own GIS tool, in a bilingual English-Spanish format, oriented towards the attraction of foreign direct investment. To this end:

The Ministry of Development will provide IPEX with network access to the updated Geodatabase so that the English language can be integrated.
IPEX will be responsible for the English translation and for integrating it into its websites and viewers, configuring the MSI as the sole source of information for third parties.
The Ministry will generate a new bilingual WMS cartographic service based on “Feature Service” technology for the industrial land layer.
IPEX will guarantee the quality of the translation and report any incidents or land demands that require technical assistance.

Financing, monitoring, and validity

The signing of the agreement does not entail any financial contribution from the parties; any costs generated will be borne exclusively by the party that causes them. For coordination, a Monitoring Commission is created, chaired by the head of the General Directorate competent in territorial and urban planning, and composed of representatives from both entities, with functions of monitoring, requesting information, and resolving disputes.

The agreement, signed in accordance with article 47.1 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, will have a duration of four years from its signing, extendable by mutual agreement for another four years. It will be terminated upon fulfillment of its purpose or for the reasons for resolution provided for in article 51.1 of the aforementioned law.

Relevance for the region

The agreement reinforces the regional Government’s strategy to attract business investment, both national and foreign, by offering potential investors updated and bilingual information on available industrial land. By unifying cartography and urban planning data into a single source, the agreement facilitates zonal study and decision-making for companies interested in settling in Castilla-La Mancha, a key factor for economic development and job creation in the territory.
