Agreement of 7.2 million to rehabilitate the Ceuta Food Warehouse

The Ministry of Housing and Urban Agenda (MIVAU) and the Autonomous City of Ceuta have signed an agreement to finance and execute the rehabilitation works of the Ceuta Supply Warehouse, with a total estimated budget of 7,238,987.62 euros. The agreement, signed on August 20, 2026, is published in this Saturday’s August 29 Official State Gazette via the Resolution of August 21, 2026, from the Directorate General for Urban Agenda and Architecture (reference BOE-A-2026-18304).

The property, declared an Asset of Cultural Interest (BIC) in the category of Monument, will be transformed into the General Archive of Ceuta and a Military Museum. The tendering of the works will be handled by MIVAU, acting as the contracting body through the Secretary of State for Housing and Urban Agenda.

A BIC of the Almina fortification

The Supply Warehouse is part of the historical complex of fortifications of the Almina, declared a BIC by resolution of the Directorate General of Fine Arts and Cultural Heritage on January 7, 1998, with code RI-53-0000555-00006. It was one of the remains of the Almina fortification and served as storage and logistics for the enclave, located on the front line of the coastal edge.

The building, whose ownership is assigned to the Ministry of Defense, was transferred to the Autonomous City through a public domain concession granted in 2016. The agreement derives from a protocol signed on November 20, 2023, between MIVAU, Ceuta, and Defense, and the project was approved on May 5, 2026, by the Project Supervision Office of the Sub-directorate General for Architecture and Building.

Financing and deadlines

The cost is split between two of the three protocol signatories, with the following distribution:

• MIVAU: 4,343,392.56 euros (60%).
• Autonomous City of Ceuta: 2,895,595.06 euros (40%).

The execution contemplates two annual installments: 1,458,936.16 euros in 2027 and 5,780,051.46 euros in 2028. The planned timeframe for the works is 18 months, and the material execution budget amounts to 5,530,166.25 euros, including 10% IPSI.

Uses and scope of the work

The property consists of two main spaces: the ground floor will be used for museum purposes, with the Military Museum largely dedicated to exhibitions, and the first floor will house the General Archive of the City, with interventions on the roof. The undergrounding of climate control installations at the side entrance is also planned.

The agreement, administrative in nature and with a renewable four-year term, establishes a monitoring, surveillance, and control commission composed of representatives from both administrations. It is signed, on behalf of the MIVAU, by José Ignacio Carnicero Alonso-Colmenares, Secretary General of Urban Agenda, Housing, and Architecture (acting in a vacancy), and on behalf of Ceuta, its president, Juan Jesús Vivas Lara.

The rehabilitation brings back to life a key element of Ceuta’s defensive heritage and provides the city with a general archive and a museum space for military collections, in an action that combines heritage recovery, cultural facilities, and inter-administrative collaboration.
