13,000 euro agreement to repair the CEIP Virgen de la Velilla

The Official Gazette of Cantabria (BOC no. 177, of September 14, 2026) publishes the Resolution of September 8, 2026, from the General Secretariat of Education, Vocational Training and Universities, which provides for the publication of the collaboration agreement signed between the Government of Cantabria and the City Council of Valderredible for the execution of improvement works at the CEIP Virgen de la Velilla. The agreement, signed in Santander on September 7, 2026, provides for a regional contribution of 13,000 euros to repair roofs and classrooms of the rural center.
The agreement is framed within the collaboration between the Department of Education, Vocational Training and Universities and the city councils, promoted by the Law on the Bases of the Local Regime (article 25.2.n), Royal Decree 2274/1993, of December 22, on Cooperation of Local Corporations with the Educational Administration, and articles 8 of Organic Law 2/2006, on Education, and 13 of the Cantabria Law 6/2008, on Education of Cantabria.
The signing parties
The agreement is signed, on behalf of each administration, by:
- Sergio Silva Fernández, Councilor for Education, Vocational Training and Universities, representing the Government of Cantabria (NIF S3933002B), appointed by Decree 7/2023, of July 7, and empowered by agreement of the Governing Council of August 27, 2026.
- Luis Fernando Fernández, mayor of the City Council of Valderredible, in exercise of the powers of article 21 of Law 7/1985, of April 2, regulating the bases of the Local Regime.
The resolution ordering its publication is signed by the general secretary of Education, Vocational Training and Universities, Marina Rugama Guerrero.
Object and scope of the works
The object of the agreement is the improvement of the infrastructure of the CEIP Virgen de la Velilla, which includes repair work on the roofs of the back door and various classrooms of the center, as well as other complementary interventions aimed at improving the state of conservation, functionality, and conditions of use of the educational facilities. The specific actions are:
- Repair work on the back door and classrooms, as well as other minor actions in the center.
The City Council of Valderredible is responsible for the contracting of the works, the drafting of the projects, and the execution of the preliminary studies, as well as the direction of the works. Once the work has been awarded, the council must send the Department a copy of the award agreement with the contract price.
Financing and deadlines
The estimated cost of the works amounts to 16,276.39 euros, to which costs derived from previous projects or studies and site management are added. The contribution from the Government of Cantabria will be 13,000 euros, charged to budget allocation 09.07.322A.611.07 of the Autonomous Community Budgets for 2026, and will be paid upon justification via invoices or other documents accrediting the expenditure.
- The works will be executed in 2026 and must be completed before November 30, 2026.
- The Valderredible City Council will assume the additional costs resulting from modifications, complements, or settlements if the works exceed the fixed amount.
- The agreement will remain in effect until December 31, 2026.
- A Joint Commission of four members will be established, with two representatives from each administration, to resolve development queries.
Once the works are completed, they will be placed at the disposal of the Ministry of Education, Vocational Training and Universities. In the event that the final cost is lower than estimated, the regional contribution will be reduced proportionally.
Relevance for the municipality
The agreement represents a boost to the educational infrastructure of the rural area of Valderredible, guaranteeing before the end of the year the repair of a school center whose improvement exceeds the ordinary obligations of the council. The collaboration between both administrations ensures that the works are executed and financed in a coordinated manner, with a direct impact on the conditions of use and conservation of the facilities where the municipality’s students study.
