Constitution Amendment Act to Commence on 15 September 2026

The Constitution of the Republic of Singapore (Amendment) Act 2025 will come into operation on 15 September 2026, according to a Commencement Notification published in the Republic of Singapore Government Gazette on 14 September 2026. The notification, made by the President in exercise of the powers conferred by section 1 of the Act, fixes the date on which the landmark constitutional changes take legal effect.

The Commencement Notification

The instrument is formally titled the Constitution of the Republic of Singapore (Amendment) Act 2025 (Commencement) Notification 2026 and is gazetted as S 598/2026. It was made on 9 September 2026 and first published in the Government Gazette on 14 September 2026 at 6 pm.

The notification is brief and operative in effect, stating in its two clauses:

  • Clause 1 gives the instrument its citation as the Constitution of the Republic of Singapore (Amendment) Act 2025 (Commencement) Notification 2026.
  • Clause 2 provides that the Constitution of the Republic of Singapore (Amendment) Act 2025 comes into operation on 15 September 2026.

Issuing Authority

The notification was issued by the President of the Republic of Singapore, acting under the commencement power in section 1 of the Amendment Act. It was made by Command and signed by Wong Hong Kuan, Secretary to the Cabinet, Singapore.

The instrument carries the internal reference AG/LEGIS/LEG/B/2024/41 Vol. 1, indicating the legislative file under which the commencement was processed.

What the Amendment Act Entails

The Amendment Act 2025 is a constitutional amendment to the Constitution of the Republic of Singapore. Its commencement on 15 September 2026 brings into force the changes enacted by Parliament, which take effect across the constitutional framework of the Republic.

The gazette notification itself confines its operative effect to fixing the commencement date; the substantive provisions of the Amendment Act are given legal force from that date onward.

Impact

The commencement on 15 September 2026 marks the point at which the constitutional amendments become binding law in Singapore. For legal practitioners, government bodies and the public, the date signals that the amended constitutional provisions — including any changes to the composition and functions of constitutional bodies — are now in force and must be observed.
