The Provincial Electoral Board of Ciudad Real has been constituted with the judicial members appointed by the General Council of the Judiciary, according to the agreement of October 8, 2026, of its Permanent Commission. This is certified by the Secretary of the Board, Carlos Marciano Monescillo Díaz, in announcement number 3322 published in the Official Gazette of the Province of Ciudad Real number 198, corresponding to Wednesday, October 14, 2026 (p. 9753).

Composition of the Provincial Electoral Board

The certification details the five members who make up the body, with the presidency and the members of judicial origin appointed by the General Council of the Judiciary:

  • President: Hon. Ms. Almudena Buzón Cervantes.
  • Member: Hon. Mr. Ignacio Escribano Cobo.
  • Member: Hon. Mr. Gonzalo de Diego Sierra.
  • Member: Hon. Ms. Gema Alcázar Sánchez, Provincial Delegate of the Electoral Census Office.
  • Secretary: Hon. Mr. Carlos Marciano Monescillo Díaz.

The document was signed in Ciudad Real on October 9, 2026, and sent for insertion in the provincial gazette, with the approval of the Head of Section of the B.O.P. on October 13, 2026.

The constitution is agreed upon under Article 14, paragraph 1, of the Organic Law of the General Electoral Regime, a regulation that establishes the composition of the electoral boards and the appointment of their judicial members by the governing body of the judges. The agreement of the Permanent Commission of the General Council of the Judiciary supporting the appointments is dated October 8, 2026.

The electoral calendar frames the measure: the general elections for the Congress of Deputies and the Senate will be held on November 29, 2026, convened by Royal Decree 806/2026 and published in the Official State Gazette on October 6, 2026. The Provincial Electoral Board thus assumes its functions of supervision and control of the process throughout the province.

The zone boards already constituted

The implementation of the electoral mechanism is completed with the zone electoral boards, which held their constituent sessions on October 9, 2026, and whose compositions were published in the Official Gazette of the Province of Ciudad Real number 196, of October 12, 2026:

  • Ciudad Real: Virginia Laura Egea Hernando, magistrate-judge of the Court of First Instance of Ciudad Real.
  • Alcázar de San Juan-Tomelloso: Javier García López, magistrate of the Court of First Instance of Alcázar de San Juan.
  • Daimiel: María de la Luz Ruiz Berbis, magistrate of the Court of First Instance of Daimiel.

  • Villanueva de los Infantes: Valeriano Sánchez Horcas-Ballesteros, magistrate-judge of the Court of First Instance of Villanueva de los Infantes.

In several of the published edicts, the zonal boards state that their constitution is initial and that the non-judicial members will be incorporated once the candidacies have been proclaimed, in accordance with Article 11 of the LOREG.

Impact for voters

The constitution of the Provincial Electoral Board of Ciudad Real activates the body that will resolve queries, appeals, and claims from parties, candidates, and voters during the general elections of November 29, 2026. Its composition, with judicial presidency and the presence of the Electoral Census Office, guarantees the protection of the process in the 102 municipalities of the province and in the seven zonal boards deployed across the territory.
