Por FactBox Admin

The Ceuta Zonal Electoral Board was constituted in the meeting held on October 9, 2026, with Rubén Salinas Vela as president, two judicial members, and Mario Higueras Durán as secretary. The agreement is made public through edict 95 of the Official Gazette of the Autonomous City of Ceuta (BOCCE), extraordinary number 46, dated October 12, 2026, on page 1351. The body will be the reference for resolving claims and supervising the electoral process for the general elections on November 29, 2026.
The edict is signed by the Board’s secretary, Mario Higueras Durán, and is issued in compliance with article 14.1 of Organic Law 5/1985, of June 19, on the General Electoral Regime. Pursuant to article 14.3 of the same regulation, it was agreed to insert the text in the BOCCE for general knowledge, dated in Ceuta on October 9, 2026.
The constitution takes place seven weeks before the date of the polls and in the same extraordinary issue in which the Provincial Delegation of the Electoral Census Office in Ceuta (National Statistics Institute) publishes the list of electoral sections, their boundaries, their premises, and the corresponding polling stations. That resolution, 94, was signed by the delegate Irene Menchén Benítez on October 6, 2026.
Composition of the Zonal Electoral Board
The published text is limited to recording the presidency, the two judicial memberships, and the secretariat, which are distributed as follows:
- Presidency: Rubén Salinas Vela.
- Judicial members: Sara Beatriz López Rodríguez and María de la Luz Lozano Gago.
- Secretariat: Mario Higueras Durán.
The edict is dated in Ceuta on October 9, 2026, and bears the signature of the secretary of the Zonal Electoral Board.
Claims and supervision of the electoral process
Resolution 94 assigns to the Ceuta Zonal Electoral Board, acting as the Provincial Electoral Board, the competence to receive claims against the delimitation of sections, premises, and polling stations. The deadline to submit them is six calendar days following publication, in accordance with articles 24.3 and 119 of Organic Law 5/1985.
With this authorization, the Board remains the reference instance for the process of November 29, 2026, in the city, both in the previous delimitation phase and in the supervision of the election day.
Sections, premises, and polling stations for 29N
The list of polling stations, closed as of October 6, 2026, organizes the municipality of Ceuta into six districts and distributes 96 polling stations among schools, cultural centers, and neighborhood association premises. Among the premises are:
- Municipal Cultural Center, on Teniente José Olmo Street.
- San Agustín School, on Méndez Núñez Street.
- I.E.S. Luis de Camoens, on Sargento Coriat Street.
- Beatriz de Silva School, on Salud Tejero Street.
- Andrés Manjón Public School, on Linares Street.
- Ministry of Health and Consumption, on San Amaro Avenue.

Other agreements of the extraordinary issue
The extraordinary BOCCE No. 46 is completed with provision 96, a summons signed by the Minister of Urban Planning and Transport, Rafael Martínez Peñalver Mateos, dated October 8, 2026. The announcement refers to ordinary procedure PO 0001014, with N.I.G. 51001 45 3 2026 0001982, filed by Promociones Inmobiliarias Puerto Marina de Ceuta S.L. against the Autonomous City of Ceuta, and summons interested parties to appear before the Court of First Instance-Contentious-Administrative Section No. 1 of Ceuta within nine days.
With the constitution of the Zonal Electoral Board, Ceuta now has the body that will channel claims regarding electoral delimitation and will accompany the process until the vote on November 29, 2026. For voters, the practical reference is twofold: the period of six calendar days to challenge sections, premises, and polling stations, and the official publication of the 96 voting points distributed throughout the city.
