The Provincial Electoral Board and the seven Ourense zone boards have been constituted
Por FactBox Admin

The Provincial Electoral Board of Ourense and the seven zonal electoral boards of the province have been constituted with the magistrates and lawyers who will compose them for the General Courts elections on November 29, 2026. The composition is made public in the Official Gazette of the Province of Ourense on October 14, 2026, in the Elections section, in an announcement from the Electoral Census Office and the Government Sub-delegation in Ourense (reference R. 2.446).
The appointment responds to the mandate of article 14 of Organic Law 5/1985, of June 19, on the General Electoral Regime, which requires the constitution of these bodies within the deadlines set for each electoral process. The publication comes two days after the BOP reported, on October 12, the list of electoral sections, boundaries, locations, and polling stations of the province, a procedure provided for in article 24.2 of the same regulation.
The Provincial Electoral Board
The presidency corresponds to Ana María del Carmen Blanco Arce. Along with her, the Board consists of two judicial members and a secretary:
- President: Ana María del Carmen Blanco Arce.
- Judicial members: Laura Guede Gallego and Amparo Lomo del Olmo.
- Secretary: Damián Vega de las Heras.
The seven zonal electoral boards
Seven zonal boards are constituted in the province, based in Bande, O Barco de Valdeorras, O Carballiño, Ourense, A Pobra de Trives, Ribadavia, and Verín. Each is composed of a presidency, two judicial members, and a secretariat:
- Bande: presided over by Caterina González Fernández, magistrate-judge of the Court of First Instance of Bande; members Estefanía Elena Peña Quintas and Vanesa García de Paz; secretary Rubén Gómez Gómez.
- O Barco de Valdeorras: presided over by Melanie Guillín Martínez; members Isabel Velasco Casal and Susana Pazos Méndez; secretary Andrea Carreira López.
- O Carballiño: presided over by Irina Fernández Fernández; members Mónica Sotelo Cao and Águeda Rodríguez Domínguez; secretary María Lapido Alonso.
- Ourense: presided over by Ana María Gómez Bande; members Olalla Para Fernández and Leonardo Álvarez Pérez; secretary José Lloves Forneiro.
- A Pobra de Trives: presided over by María Purificación Pérez Lorenzo; members María Victoria Candamo París and María Carmen Rodríguez Alonso; secretary Joaquín Paz Cupeiro.
- Ribadavia: presided over by Ana Fernández Pazó; members Lucía Isabel Yebra Pimentel López and Nuria Luisa Casero Sánchez; secretary María del Carmen Félix Bermúdez.
- Verín: presided over by Purificación González López; members María Teresa Marcos Mariño and Paula González Salgado; secretary Manuel Rodríguez Zarraquiños.
Legal framework and deadlines
The constitution of these bodies is a mandatory step in the electoral calendar. The Provincial Electoral Board assumes supervision of the process in the province and the resolution of claims presented against the delimitation of sections and polling stations published on October 12: voters have six days from that publication to claim, and the Board must issue a final resolution within a period of five days, according to article 24.3 of Organic Law 5/1985.
The zonal boards, for their part, act as reference bodies in each constituency for the organization of polling stations, the management of the census, and the scrutiny on voting day. Their composition combines active or substitute magistrates from the province’s courts of first instance with lawyers from the Administration of Justice, who serve as secretaries.
Impact for voters
With the publication of this list, the citizens of the province now know who comprises the bodies that will resolve incidents regarding the elections to the General Courts on November 29, 2026. The composition is public and binding from its constitution, such that any electoral claim or appeal must be addressed to these boards and not to municipal instances.
