Constantina definitively approves its Strategic Tourism Plan for the coming years

The Constantina City Council has published the approval of its Strategic Tourism Plan, after the initial agreement of the Plenary session on July 30, 2026, passed the twenty-business-day public exhibition period without any allegations, suggestions, or claims being presented. The announcement is disseminated in the Official Gazette of the Province of Seville (BOP) No. 184, dated September 22, 2026, with official reference BOP-SE-2026-184002 and file number 2026/OSE:01/000013.

The publication is carried out for the purposes of Article 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and Article 6.2 of Law 19/2013, of December 9, on transparency, access to public information, and good governance. The body that initially approved the plan was the municipal Plenary, and the announcement is signed by the mayor-president, Rubén Rivera Sánchez, with an electronic signature date of September 17, 2026.

A plan that passes public exhibition without objections

The text had been on display for twenty business days and received no allegations, suggestions, or claims; therefore, the initial agreement becomes final and its official publication is ordered. The document is internally identified with file number 2026/OSE:01/000013 and the subject “Approval of the Strategic Tourism Plan.”

The City Council, with N.R.E.L. 01410331 and headquarters at calle Eduardo Dato, 7, Constantina (41450, Seville), presents the plan under the municipal motto “Constantina: History and Nature.”

Public consultation and means of appeal

The full text of the plan is available to the public on the electronic notice board, accessible through the Constantina City Council website (www.constantina.es). Against the approved plan, according to Article 52 of Law 7/1985, one may choose between:

• An optional appeal for reversal (recurso de reposición) before the body that issued the act, within one month from the day following the receipt of the notification, in accordance with Articles 123 and 124 of Law 39/2015, of October 1.
• A direct contentious-administrative appeal before the contentious-administrative jurisdiction, within two months, in accordance with Article 46 of Law 29/1998, of July 13.

If the appeal for reversal is chosen, the contentious-administrative appeal cannot be filed until the former is expressly resolved or is dismissed by administrative silence.

A day of municipal planning

The approval of the tourism plan does not come alone: the same issue of the BOP includes two other plans from the Constantina City Council agreed upon in the Plenary of July 30, 2026, and processed through the same channel.

The three announcements share the same scheme: initial approval by the Plenary, a public exhibition period of twenty business days without objections, and subsequent publication in the provincial bulletin.

The Strategic Tourism Plan establishes the framework for tourism action in the municipality for the coming years and, having become final, enables the Constantina City Council to deploy its measures without the pause of processing. For residents, businesses, and visitors, the document is already available for consultation on the municipal electronic notice board, and any interested party retains the right to appeal during the indicated periods.
