Constantí cancels the First-Class Officer position of the 2024 OPE

The Constantí City Council has agreed to cancel the call for the selection process for the provision of one position of First-Class Officer, group C, subgroup C2, of permanent labor personnel, corresponding to the 2024 Public Employment Offer. The decision, adopted by Mayoral Decree no. 2026-1401 of September 4, 2026, is published in the Official Gazette of the Province of Tarragona on September 8, 2026 (reference CVE 2026-08377).

The council justifies the cancellation due to the subsequent material impossibility of continuing the process, as a result of the organizational reconfiguration of the Municipal Brigade and the associated workstations. This reorganization directly affects the characteristics, functions, and organizational fit of the position subject to the call.

Termination of the procedure and archiving of proceedings

The resolution agrees to the termination of the procedure and the cancellation of the call and the bases approved by Mayoral Decree no. 2025-1538, of October 1, 2025, with the archiving of the proceedings. This measure is taken without prejudice to the fact that, once the new configuration of the Municipal Brigade has been defined, the corresponding procedures may be initiated, if appropriate, to cover the resulting personnel needs.

Full refund of examination fees

The agreement recognizes the right of all applicants who have paid the fee of 25.00 euros for examination rights to obtain a full refund. The refund will be initiated ex officio, without the need for the interested parties to submit an express request:

• The Municipal Treasury will carry out the checks and necessary actions to execute the reimbursements.
• When the essential bank details are not available, these will be requested individually from the interested person, without the request altering the ex officio nature of the refund.

Publicity and appeals regime

The resolution will be published in the Official Gazette of the Province of Tarragona, the Official Gazette of the Generalitat de Catalunya, the Official State Gazette, the Corporation’s notice board, and the municipal electronic office, to give the cancellation the same publicity as the call had.

The resolution, signed by Mayor Oscar Sánchez Ibarra on September 7, 2026, ends the administrative route. A contentious-administrative appeal may be filed against it before the Contentious-Administrative Section of the High Court of Justice of Tarragona within two months, or, optionally, an appeal for reversal before the mayor-president within one month, counted from the day following publication.

The decision directly affects the individuals who had completed their registration for the First Officer position, who will receive a full refund of the fees paid without any further formalities. The cancellation leaves the filling of this position pending until the structure of the Municipal Brigade is redefined, a process that will condition future personnel calls for the city council.
