Baix Ebre County Council modifies the Strategic Grants Plan 2026-2027

Initial approval of a new amendment to the Plan

The Plenary of the Baix Ebre County Council initially approved, on 31 July 2026, a new amendment to the county council’s Strategic Grants Plan for the period 2026-2027. The plan had been initially approved by the Plenary at its session of 29 December 2025 and had already undergone subsequent amendments. The new change consists of the inclusion of a new nominative grant, as detailed in the agreement published in the Official Gazette of the Province of Tarragona with reference number CVE-2026-07811.

The agreement was electronically signed on 14 August 2026 by the president of the county body, Antoni Gilabert Rodríguez, through the esPublico Gestiona platform. The full text of the amendment has been published on the electronic headquarters of the Baix Ebre County Council, for the purposes of general public awareness.

New youth and social benefits lines

One of the main new features is the incorporation of a grant line dedicated to Local Youth Plans, with an amount of €46,768.05. This line, framed within the Area of Care for People, has as its strategic objectives achieving success in the educational and employment trajectory of young people, promoting their autonomy and universalising culture among the youth population.

The beneficiaries of these grants are:

• Natural persons aged between 16 and 30.
• Municipalities in the Baix Ebre region with a population of fewer than 20,000 inhabitants, so that they can manage the grants and distribute them to the beneficiaries.
• Youth organisations based or originating in the region that carry out activities aimed at young people.

The award procedure is direct, and the applicable regulations are Law 33/2010, of 1 October, on youth policies in Catalonia.

Support against energy poverty

The amendment also includes a new line of Social Emergency Grants on Energy Poverty, with an allocation of €33,264.00. This grant, also awarded directly, is intended to cover the payment of debts for basic household supplies: electricity, water and gas.

The beneficiaries are individuals and families registered as residents in the municipalities of the region that have signed an agreement for the provision of basic social services with the County Council and who are at risk of residential exclusion, in accordance with Article 5.10 of Law 24/2015. The applicable regulations include Law 13/2006 on economic social benefits and the regulatory bases approved by the County Plenary.

Social emergencies and immediate assistance

The last of the new lines is that of Grants for Addressing Specific Emergency Situations and Basic Subsistence Needs, with an allocation of €10,000.00. This subsidy covers the payment of goods or services that beneficiaries cannot assume due to a basic need situation caused by a specific, extraordinary, and unforeseen event.

In addition to these three new lines, the document includes other subsidies that were already part of the plan, such as:

• Solidarity Card: €70,000, for credit cards to purchase essential food products.
• Specific Care Service for children aged 0 to 14: €126,793.18.
• General Interest Subsidies: €40,000.
• Individual Meal Allowances: €800,000.

Impact on the Baix Ebre region

This amendment to the Strategic Subsidies Plan has a direct impact on all municipalities in the Baix Ebre region that have delegated social services and on youth organisations in the area. With a total allocation exceeding €90,000 across the three main new lines, the Baix Ebre Regional Council strengthens its social protection network at a time when energy poverty and social emergencies remain a concern for families in the region.
