Congosto announces one thousand euro grants for birth or adoption

The Congosto City Council has announced the grants for the promotion of birth rates in the municipality for the year 2026, a one-time economic benefit of €1,000.00 for each child born or adopted. The call is published in the Official Gazette of the Province of León, number 171, dated September 8, 2026, with official reference BOP-LE-2026-171003, and its full text can be consulted in the National Grants Database (identifier 928129).

The measure, signed by Mayor Jorge García Vega on September 7, 2026, is part of the municipal strategy to reverse the downward trend of the birth rate and the aging of the population. The credit allocated to the call amounts to €10,000, charged to budget item 2026/231.481.

Purpose and beneficiaries

The guidelines are legally based on articles 2 and 25.1 of Law 7/1985, of April 2, regulating the Bases of the Local Regime; article 20 of Law 1/1998, on the Local Regime of Castilla y León; Law 1/2007, of March 7, on Support Measures for Families of the community of Castilla y León, and agreement 9/2004, of January 22, of the Junta de Castilla y León.

Beneficiaries may be the parents or adopters who hold the Family Book (Libro de Familia) in which the birth or adoption is registered, for children born or adopted between January 1, 2025, and December 31, 2025. The benefit is compatible with other grants awarded by the State and other administrations for the same purpose.

Requirements to access the grant

To apply for the benefit, the holders of the Family Book must meet a series of conditions:

• Be registered on the census (empadronados) in the Congosto City Council with a minimum seniority of six months (at least one of the holders).
• The child or children born or adopted must be registered in the municipal census before the application.
• Commit to remaining registered on the census, both parents and minors, for one year from the birth or adoption, with effective residence in the municipality.
• Be up to date with payments to the Local Treasury and not incur the prohibitions of article 13 of Law 38/2003, General Law on Subsidies.
• Submit a single application per minor.

In cases of nullity, separation, or divorce, the beneficiary will be the parent with whom the children remain in custody; in single-parent families or domestic partnerships, the holder of the Family Book who lives with the minor. Resident foreigners may apply provided they comply with Organic Law 4/2000.

Deadlines and processing

The application, according to the model in Annex I, shall be submitted at the municipal registry or through the means provided for in Law 39/2015, of October 1, on the Common Administrative Procedure. The deadline is nine months from the day following the birth or, in the case of adoption, from the registration in the Family Book, provided that in no case is December 10, 2026, exceeded.

The required documentation includes the DNI of the beneficiaries, the Family Book or certification of registration, the certificate of census registration (empadronamiento), the certificate of being up to date with Local Treasury, a bank account number and, where applicable, the regulatory agreement or the judicial resolution of adoption. The maximum period for resolution is three months, with the resolution corresponding to the Local Government Board; if this period passes without an express resolution, the application will be considered rejected.

Impact for the municipality

The call responds to the need to stabilize the population in a territory suffering from depopulation, combining immediate economic relief for families with a commitment to permanence that strengthens the social and economic fabric of Congosto. In the long term, the City Council expects these measures to contribute to the sustainability of the social system and to reverse the low birth rate in the municipality.
