The Congosto City Council has published in the Official Gazette of the Province of León, number 171, dated September 8, 2026, the guidelines and the call for grants to promote birth rates in the municipality for the year 2026. The measure, identified in the National Grants Database with the code BDNS 928129, grants a single lump-sum payment of 1,000 euros for each child born or adopted, with a total budget allocation of 10,000 euros (announcement BOP-LE-2026-171003).

The call is part of the municipal strategy to reverse the downward trend in birth rates and the aging of the population, which the text itself recognizes as a challenge for the social and economic balance of the municipality. The aid is aimed at births or adoptions occurring between January 1 and December 31, 2025, and is financed through budget item 2026/231.481.

Purpose and Regulatory Framework

The guidelines are legally based on Law 7/1985, of April 2, regulating the Bases of the Local Regime, Law 1/1998 on the Local Regime of Castilla y León, and Law 1/2007, of March 7, on Support Measures for Families in the community. The processing is governed by Law 38/2003, of November 17, General Law on Subsidies, and by Royal Decree 887/2006, which approves its implementing regulation.

The stated objective is twofold: to support family units in the municipality and to design mechanisms that help fix the population in the territory, avoiding the depopulation that has been occurring.

Beneficiaries and Requirements

Beneficiaries may be the parents or adopters who hold the Family Book in which the birth or adoption is registered. In cases of nullity, separation, or divorce, the benefit will correspond to the parent with whom the children remain in custody, and in single-parent families or domestic partnerships, to the holder who cohabits with the minor.

  • Be registered as residents (empadronados) in Congosto for a minimum of six months.
  • Register the minor in the municipal census before the application.
  • Commit to maintaining the registration, with effective residence, for one year from the birth or adoption.
  • Be up to date with Local Treasury payments.
  • Not be subject to the prohibitions of Article 13 of Law 38/2003.

The benefit will be compatible with other grants for the same purpose granted by the State and other public administrations.

Deadline and Processing

Applications shall be submitted at the municipal registry or through the channels established by Law 39/2015, of October 1, on the Common Administrative Procedure, within a period of nine months from the day following the birth or, in the case of adoption, from the registration in the Family Book, provided that in no case is the deadline of December 10, 2026, exceeded. The resolution shall be the responsibility of the Local Governing Board, with a maximum period of three months, after which the application shall be considered rejected if there is no express resolution.

The call, signed by Mayor Jorge García Vega on September 7, 2026, represents a direct incentive for families in the municipality within a context of aging and loss of the active population. With a budget of 10,000 euros, the measure seeks to alleviate the economic burden of child-rearing and consolidate a favorable environment so that new generations remain in the territory.
