Professional Merit Decoration for police captain for their teaching activities

The Ministry of the Interior honorarily granted the Decoration for Professional Merit in the Grade of Knight to Police Captain Diego Gustavo Espin Ochoa (C.C. 1721674388), in recognition of his teaching work in the promotion courses for police officers of the technical-operational level. The distinction is established in Ministerial Agreement No. 078-AM-SP-2026, signed on September 9, 2026, in Quito and published in Official Registry No. 370 on Wednesday, September 16, 2026, page 2.

The agreement was signed by Police Lieutenant Colonel Christian Xavier Garzón Pérez, Acting Undersecretary of Police and delegate of the Minister of the Interior, in exercise of the powers conferred by Ministerial Agreement No. MDI-DMI-2025-0101-ACUERDO of July 4, 2025.

A recognition of the police teaching career

The decoration is based on Resolution No. 2026-353-CsG-PN of May 18, 2026, through which the Honorable Council of Generals of the National Police qualified the captain as suitable for the granting of the recognition. The process was supported by pedagogical report No. PN-DNE-DRCA-2026-0073-INF and academic certification No. PN-DNE-CECPOL-DECA-2026-067, which certify the fulfillment of the hourly load and the academic, disciplinary, and ethical suitability of the officer.

The distinction is framed within articles 335, 342 numeral 2 literal c), 357 numeral 2, and 358 of the Professional Career Regulations of the National Police, in accordance with articles 63, 64, 97 numeral 10, and 100 of the Organic Code of Citizen Security and Public Order Entities (COESCOP).

912 teaching hours across three academic periods

According to the teaching summary verified by the National Directorate of Education, the captain taught classes in the promotion courses of the 2022, 2023, and 2024 academic periods, with a total hourly load of 912 class hours, in subjects aligned with the police institution:

  • 2022 Period (General Order No. 107, June 7, 2022): Police Doctrine, Gender and Human Rights, Citizen Security and Public Order, Philosophy of Community Police Action, and Police Procedures for Urban Service and Traffic, with 240 hours.
  • 2023 Period (General Order No. 085, May 8, 2023): Police Doctrine I, Legal Regulations I, Police Oral and Written Expression I, ICTs, Citizen Security I, and Police Procedures I.
  • 2024 Period (General Order No. 013, January 18, 2024): Police Doctrine II, Legal Regulations II, Basic Statistics, Citizen Security II, and Police Procedures II, with 336 hours.

Teaching evaluations recorded grades from 9.00/10 to 9.75/10, equivalent to “Excellent,” according to the academic reports approved by the Academic Council of CECPOL (Minutes No. 0031 of June 30, 2025).

Impact of the recognition

The decoration, which is honorary in nature, recognizes the captain’s contribution to the training of police officers at the technical-operational level and reinforces the value of teaching within the police career. The agreement shall enter into force upon its signing, without prejudice to its publication in the Official Registry, and mandates the registration of the recognition in the officer’s professional resume.
