Competition to cover the track of the CEIP Fernando de los Ríos

The El Astillero City Council has announced a design competition to contract the drafting of the roof project for the sports court of the CEIP Fernando de los Ríos, located in La Planchada. The rules are published in the Official Gazette of Cantabria (BOC) number 185, dated September 25, 2026, with the reference CVE-2026-7412 and file 4819/2026. The winning proposal will serve as the basis for awarding, through a negotiated procedure without publicity, the service contract for the drafting of the basic and executive projects.

The competition is governed by articles 183 to 187 of Law 9/2017, of November 8, on Public Sector Contracts, and takes the form of an open and anonymous competition with the intervention of a Jury. The contracting body is the Local Government Board of the El Astillero City Council, located at calle San José number 10, 39610. The contract is not subject to harmonized regulation nor to the special appeal in contract matters.

The City Council justifies the action based on the need to cover the school’s northern sports court in La Planchada, to provide a better service to children and young people who exercise at its facilities. The space, currently multipurpose and also open to the public outside of school hours, remains underutilized during the rainiest months. The CPV code for the contract is 71251000-2, architectural and building drafting services.

Prizes of up to 6,050 euros and a 36,300 contract

The rules establish four financial prizes, taxes included:

• First prize: 6,050 euros (5,000 euros plus 1,050 VAT), which may be declared “ex aequo”.
• Second prize: 2,500 euros.
• Third prize: 2,000 euros.
• Fourth prize: 1,500 euros.

The estimated value of the drafting contract is 30,000 euros in fees, and the total price amounts to 36,300 euros including 21% VAT. The negotiated procedure will be held within the same financial year or, at most, within six months from the Jury’s decision. The basic project must be drafted within 40 days from the formalization of the contract, and the executive project within 80 days from the approval of the basic project.

Deadlines, panels, and evaluation criteria

Offers shall be submitted to the general registry of the City Council, at calle San José number 10, until 2:00 PM on the day that 45 calendar days have elapsed since the publication on the contractor profile. Each proposal will be identified by a motto of five characters—three numbers and two letters—and will consist of an envelope with the bidder’s documentation, two rigid panels in DIN A1 format, and a USB flash drive containing the panels in PDF.

The Jury will be chaired by the mayor, Javier Fernández Soberón, and will be composed of the municipal architect as secretary, the Councilor for Education and Culture, the dean of the Official College of Architects of Cantabria, the dean of the Official College of Civil Engineers, an architect from the Ministry of Education, a representative of the center’s management, another from the Parents’ Association (AMPA), and a technician of recognized prestige.

The evaluation criteria distribute 100 points: 60 for architectural value and design quality, 20 for technical and functional values, 10 for environmental protection and energy efficiency, and 10 for transitional functionality during the works.

A 1,200 square meter roof over underground tunnels

The location annex specifies that the court subject to the competition is the larger of the two in the courtyard, with cadastral reference 3959803VP3035N and address at 2 San José Street, opposite the San José church. The planned roof is approximately 1,200 square meters, with a minimum clear height of 7 meters between the court and any structural element, and an approximate execution budget of 800,000 euros, VAT included.

The City Council warns of the terrain difficulties: a geotechnical study from September 2025 (file 2025/4714) detected highly altered soil with low bearing capacity, and a geo-radar survey from February 2025 (file 2024/7618) identified underground tunnels and anomalies beneath the court. The guidelines require respecting existing pergolas, railings, and trees, draining water without affecting the surroundings, and not obstructing the view from the classrooms.

The roof will allow the court to be used throughout the year, not only during the months of better weather, and will reinforce its role as a multipurpose facility for the neighborhood outside of school hours. The guidelines were signed in Astillero on September 16, 2026, by the mayor, Javier Fernández Soberón.
