Merit-based competition for three head positions at the OAR of Badajoz

The Provincial Council of Badajoz, through its Autonomous Body for Tax Collection and Management (OAR), has approved the call for the provision, via a specific merit-based competition procedure, of three leadership positions. The resolution, issued by the Delegated Deputy of the OAR by delegation of the Madam President, is published in the Official Gazette of the Province of Badajoz number 164, dated August 27, 2026, as Announcement 3390/2026.

The call is based on Article 79 of Royal Legislative Decree 5/2015, of October 30, the recast text of the Basic Statute of Public Employees, Article 115 of Law 13/2015, of April 8, on the Public Service of Extremadura, and Articles 97, 101, and 102 of Law 7/1985, of April 2, Regulating the Bases of Local Government. Career civil servants of the Provincial Council or its autonomous bodies who meet the requirements of Annex I, with a minimum of two years of tenure in a permanent position, may participate.

The three advertised positions

Annex I of the rules details the characteristics of each leadership position, with its specific supplement referred to 14 annual payments:

  • Head of the Institutional Relations Section (position no. 5004): destination supplement 25 and specific supplement of €18,001.20; subgroup A1/A2, AG/AE scale, with special dedication.
  • OAR Zone Head (position no. 5218): destination supplement 23 and specific supplement of €17,096.94; subgroup A2, AG/AE scale, with special dedication, flexible hours, and extended workday.
  • Head of the Collection Management Unit (position no. 5221): destination supplement 23 and specific supplement of €15,241.10; subgroup C1, AG/AE scale, with special dedication, flexible hours, and extended workday.

Procedure and deadlines

Applications shall be submitted electronically through the electronic office of the Provincial Council (https://sede.dip-badajoz.es), using the procedure enabled for the OAR entity. The deadline will be fifteen business days starting from the day following the publication of the summary of the call in the Official State Gazette.

The competition consists of two phases. The first evaluates general merits (personal grade, work performed, professional knowledge, academic training, and services rendered) up to a maximum of 7.5 points, with a required minimum of 2 points. The second phase, up to 2.5 points with a minimum of 1, consists of the presentation and defense of an organization and management report, with a maximum of 20 pages, before the Technical Evaluation Commission.

Resolution and taking office

The resolution of the competition must be issued within six months from the end of the application period, and shall be awarded to the person with the highest combined score from both phases. The assigned destinations shall be non-waivable, and the assumption of office shall be within three business days if it does not involve a change of residence, or ten business days if it does.

The call for applications opens a significant opportunity for the career civil servants of the provincial corporation, who may apply for positions of responsibility with prominent specific remunerations within the collecting agency. The announcement, signed by the Chief Clerk, Fernanda Rubio Cortés, also specifies the applicable appeals: an optional appeal for reversal within one month or a contentious-administrative appeal within two months before the Court of Badajoz or Mérida.
