2027 Competition for Secretaries of Foreign Affairs and Information Systems

The Ministry for Europe and Foreign Affairs is opening, for the year 2027, the competitive examinations for access to the position of foreign affairs secretary (general framework) and to the grade of 2nd class information and communication systems secretary. Two decrees dated August 26, 2026, published in the Official Journal of the French Republic No. 0200 of August 28, 2026, establish the number of positions offered and the registration procedures.
Registrations are open from October 1 to November 2, 2026 inclusive, electronically on the ministry’s website, under the “jobs, competitions” section.
Seven positions for foreign affairs secretary
Decree NOR EAEA2617787A sets at 7 the total number of positions offered via the external competition, the internal competition, and the third competition for access to the position of foreign affairs secretary (general framework). The breakdown is as follows:
- external competition: 3 positions;
- internal competition: 3 positions;
- third competition: 1 position.
One additional position is offered via contractual means to beneficiaries of the employment obligation mentioned in Article L. 351-1 of the General Code of the Public Service.
Ten positions for information and communication systems secretary
Decree NOR EAEA2622733A authorizes the opening of an external competition and an internal competition for recruitment into the grade of 2nd class information and communication systems secretary, for a total of 10 positions:
- external competition: 6 positions;
- internal competition: 4 positions.
Successful candidates will receive their first assignment at the central administration in Paris, in the Paris region, or in Nantes, as required. The written eligibility tests will take place on February 25 and 26, 2027, exclusively in Paris or the nearby suburbs.
Registration procedures and deadlines
Registrations are carried out electronically on the ministry’s website (www.diplomatie.gouv.fr, “jobs, competitions” section), with a submission deadline set for November 2, 2026, at 3:59 PM (Paris time), strict deadline. Candidates unable to register online may complete a paper application, to be requested by mail from the office of competitions and professional examinations, 27, rue de la Convention, CS 91533, 75732 Paris Cedex 15.
Candidates eligible for the internal competition must submit their professional experience recognition file (RAEP) no later than April 16, 2027. Candidates with disabilities may benefit from test accommodations, provided they indicate this during registration and submit a medical certificate no later than November 16, 2026.
A public employment opportunity
These two recruitment campaigns offer a total of 17 positions within the State civil service, a significant portion of which are open to internal candidates and the “third competition” (troisième concours), promoting mobility and a diversity of profiles. Interested candidates have just over a month to prepare their application, with the closing date set for November 2, 2026.
