Grant of authorization for new high-voltage electrical infrastructure in León

The Regional Ministry of Environment and Energy of the Junta de Castilla y León, through the Territorial Service of Industry, Commerce and Economy of León, has published Resolution of 23 July 2026 authorising the execution of two new high-voltage electrical installations in the city of León. The administrative act was registered under file number 270/26/6337 and appears in Official Gazette of Castilla y León (BOCYL) number 159, of 18 August 2026.
The resolution, signed by Fernando Bandera González, head of the Territorial Service of Industry, Commerce and Economy of León, grants the prior administrative and construction authorisation to the company i-DE Redes Eléctricas Inteligentes, S.A.U. (Tax ID A-95075578). The competence to resolve the procedure is based on Article 70.1.24 of Organic Law 14/2007, of 30 November, reforming the Statute of Autonomy of Castilla y León, which attributes to the Autonomous Community exclusive competence over energy installations when they are confined to its territory.
Authorised infrastructure
The resolution covers two installations with a common objective: to guarantee the high-voltage electricity supply in the area of Paseo el Parque in León, reinforcing the capacity of the network to serve both civilian users and public facilities of the Junta de Castilla y León.
The two authorised infrastructures are:
- New sections of 20 kV underground high-voltage line (LSAT) (3rd category) of the “02-Coto Escolar” line, belonging to the Switching and Distribution Substation (S.T.R.) “Puente Castro” (4700), intended to supply the Switching Centre “Paseo el Parque-Uvad” (920650001), located at Paseo el Parque number 15 in the municipality of León.
- New automated switching centre of the Switching Centre “Paseo el Parque” (920650001), for the electricity supply of the JCYL-SS-Disability building, also in the municipality of León.
Technical characteristics
The switching centre will be located at Calle Juan Pablo II, Plot E.1-G La Lastra (cadastral reference 9672503TN8197S0001RM) and will feature a set of cells type 2L1P1A-F-SF6-20 TELE comprising:
- 2 line function cells with a voltage of 24 kV, rated current of 400 A and short-duration withstand current of 16 kA.
- 1 fuse protection function cell with a rated current of 200 A.
- 1 auxiliary services cell.
- Enclosure in a dedicated room inside an existing building.
The two sections of underground line that make up the project —originating and ending in different cells of the same Switching Center— share an identical length of 79 meters each. Both will use HEPRZ1 12/20 kV 1×240 Al+H16 conductor, routed through buried conduit of Ø 160 millimeters.
Deadlines, conditions and appeals
The resolution establishes a twelve-month commissioning deadline, counted from the date of the resolution (July 23, 2026). The Administration reserves the right to monitor and inspect the works during the construction and operation period, as well as the right to revoke the authorization in the event of failure to comply with the imposed conditions.
The administrative procedure has been carried out in accordance with the current regulations of the electricity sector, including Law 24/2013, of December 26, on the Electricity Sector; Decree 46/2022, of November 24; Royal Decree 223/2008, of February 15, and Royal Decree 337/2014, of May 9, among others. The public information on the installations was submitted for processing on June 23, 2026, through BOCYL number 119.
Against this resolution, which does not exhaust the administrative route, an appeal for reconsideration may be filed within one month from notification before the Illustrious Mr. Director General of Energy and Mines, at Avenida de los Reyes Leoneses number 11, 24008 León, in accordance with articles 112, 121 and 122 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
The authorization granted to i-DE Redes Eléctricas Inteligentes represents a significant step in consolidating the high-voltage electrical infrastructure in a strategic area of León. The reinforcement of the network will ensure reliable service both to the public building of the Junta de Castilla y León dedicated to disability services and to the surroundings of Paseo el Parque, contributing to the security of supply in the midst of the city’s urban development process.
