Lugo City Council announces mobility for three Local Police positions.

The City Council of Lugo City Council publishes in the Official Bulletin of the Province of Lugo No. 186, of August 17, 2026, the decree by which the process for the provision by mobility of three local police positions belonging to the municipal civil servant staff is announced, within the Public Employment Offer (OPE) 2026. The resolution, signed by the mayor María Elena Candia López, bears the reference R. 2197 and appears in section I of the bulletin, on pages 35 to 44.

Regulatory framework

The call is based on article 124 of Law 7/85, of April 2, regulating the bases of the local regime, and on Decree No. 4003/2026, of May 12. The regulatory precedents supporting the resolution are:

• Agreement 10/857 of the Local Government Board (November 15, 2023): general bases for access in ownership to positions for civil servants and labor personnel of the Lugo City Council, published in the BOP of Lugo No. 278, of December 4, 2023.
• Agreement 5/216 of the Local Government Board (May 29, 2026): approval of the sectoral OPE for the Local Police for 2026.
• Agreement 1/287 of the Local Government Board (July 13, 2026): approval of the specific bases for the process of provision by mobility of the three positions.

Characteristics of the positions and requirements

The three announced positions have the following characteristics:

• Name: local police officer
• Qualification group: Group C (subgroup C1)
• Scale: special administration, basic scale
• Subscale: special local police services
• Provision system: competition (assessment of merits)

Applicants must meet the following requirements:

• Be in a situation of active service in the police officer category.
• Have a minimum seniority of three years in the police officer category.
• Have more than three years of effective and continuous time in the current posting.
• Not be in second activity (except due to pregnancy or lactation).
• Hold the qualification of high school diploma, technician or 2nd grade vocational training (or equivalent).

Deadlines, fees and submission of applications

The deadline for submitting applications is twenty business days, counted from the day following the publication of the announcement in the Official State Bulletin (BOE). Applications must be submitted electronically through the electronic headquarters of the Lugo City Council (www.lugo.gal/portal/).

The fee for examination rights is 15.15 euros, according to the current Fiscal Ordinance number 119. The following are exempt from payment:

• Persons with a disability equal to or greater than 33%.
• Large families of a special nature (five or more children, or four children with three or more from multiple births).
• Victims of terrorism.

Large families of a general nature enjoy a 50% bonus. The mandatory documentation includes: application on the official form, ID card or passport, proof of payment of the fee, list and copy of merits, certificate proving compliance with requirements, required qualifications, and certificate of sexual offences.

Scoring and selection board

The selection process consists of a merit-based competition that will be assessed in accordance with the scoring criteria in Annex I of the call for applications. The scoring sections are:

• Official academic qualifications: up to 3 points (doctorate), 2 points (master’s degree) or 1.50 points (bachelor’s degree/diploma).
• Seniority as a career civil servant: 0.20 points per year in local police forces, 0.10 in other security forces and 0.05 in other public administration bodies.
• Professional training and teaching: assessment by course hours (attendance or achievement) and delivery, with separate sections for Agasp training and external training.
• Official distinctions and awards: up to 2 points for an individual plaque for merit in the Local Police.
• Languages: up to 2 points per language (English, French, Portuguese, among others).
• Galician language: up to 2 points for the highest-level certificate.

The selection board will consist of five full members and five alternates, with a chairperson from group A1 or A2 appointed by the Mayor’s Office, three board members from group C1 or higher, and the corporation’s secretary.

Termination, taking office and appeals

Selected civil servants will cease their duties within five days following the publication of the resolution and will take office within ten days from termination. The time between both dates will count as active service in the destination municipality.

An administrative contentious appeal may be lodged against the resolution before the administrative contentious court of Lugo within two months from notification. As an optional alternative, a motion for reconsideration may be filed with the same body within one month.
