CONAVI opens call to integrate its Board of Directors with shortlists

The National Road Council (CONAVI) has opened a public call for business chambers, the road association, and local governments to submit shortlists of three candidates to integrate its Board of Directors. The notice was published in La Gaceta No. 181 on Friday, September 25, 2026, in the Edicts section, page 7, under official reference IN202601125914, and sets a deadline of fifteen business days from that publication. The final appointment remains in the hands of the Ministry of Public Works and Transport (MOPT), whose head signed the document.

The origin: expiration of representation periods

The call is issued on the occasion of the expiration of the appointment period of the current members of the Board of Directors representing three organizations:

• The Costa Rican Union of Chambers and Associations of the Private Business Sector (UCCAEP).
• The Roads and Highways Association of Costa Rica.
• The National Union of Local Governments.

The notice is based on articles 7 and 8 of the Law Creating the National Road Council, Law No. 7798 of April 30, 1998, published in Supplement No. 20 of La Gaceta No. 103 on May 29, 1998, and in article 5 of its Regulations, Executive Decree No. 27099-MOPT of June 12, 1998.

The institutional weight of the body in question is high: the program “332-00 National Road Council (CONAVI)” concentrates the largest budget allocation of the MOPT, with ₡157,022.0 million, equivalent to 34.5% of the institutional budget, destined for the conservation and maintenance of the national road network (Supplement No. 117 of La Gaceta of September 7, 2026).

How and where to submit the shortlists

The summoned organizations must present their shortlists to the Secretariat of Minutes of the National Road Council, within a period not exceeding fifteen business days starting from the publication of the notice. The text warns that the proposed members must necessarily comply with a series of requirements.

The five requirements for candidates

• Be Costa Rican.
• Hold a recognized academic degree in any of the areas of Civil Engineering, Administration, Economics and Finance, or Administrative Law, with documented experience in public or private administration.
• Be incorporated into the respective professional college.
• Have 10 years of experience in the administration of public and private companies or in the administration of civil works construction projects.
• Possess recognized and proven honesty in the performance of their duties.

If the shortlist does not arrive, the Minister decides

The notice specifies that, once the deadline has passed without the receipt of the shortlist from any of the interested groups, the Minister of Public Works and Transport has the authority to appoint the necessary persons to integrate the Board of Directors. The document is signed by Efraím Zeledón Leiva, Minister of Public Works and Transport.

The call defines who will lead the national road network in the next period, therefore the result is of direct interest to municipalities, construction companies, and users of national routes. The summoned organizations have fifteen business days to mobilize their internal structures and agree upon candidates who meet the five requirements; otherwise, the decision will pass entirely to the MOPT.
