CONAMI autoriza a RAPI-MONEY ON3 como prestamista en Somotillo

The National Microfinance Commission (CONAMI) authorized the registration of Jonathan David Mendoza Moreno as a Pawn and/or Loan Service Provider, natural person, under the trade name RAPI-MONEY ON3. The decision is contained in Resolution No. CD-CONAMI-066-04AGO27-2026, approved in ordinary session No. 08-2026 on August 27, 2026, and was published in La Gaceta, Official Gazette No. 169, on Thursday, September 10, 2026.

The authorization enables the applicant to operate as a lender starting in the month of September 2026, with a domicile in the municipality of Somotillo, department of Chinandega, and holder of identity card number 081-030693-0015Q.

Regulatory Framework

The registration is based on Law No. 977, “Law Against Money Laundering, Terrorism Financing and the Financing of the Proliferation of Weapons of Mass Destruction,” consolidated text in Law No. 1175, as well as its reforms introduced by laws No. 1215 and No. 1282. Article 9, numeral 2, subsection “b)” of this regulation recognizes Pawn and/or Loan Service Providers as one of the entities supervised by CONAMI.

The procedure is governed by Resolution CD-CONAMI-055-01NOV28-2024, “Registration Standard for Pawn and/or Loan Service Providers,” published in La Gaceta, Official Gazette No. 238, on December 23, 2024, which establishes the requirements and procedures for registration before the regulatory body.

Requirements and Registration Process

Jonathan David Mendoza Moreno submitted his application to CONAMI on May 22, 2026, accrediting his status as a lender through Public Deed Number 49, “Constitution of Lender,” granted in Chinandega on July 18, 2026, before the notary Lic. Osmar Daniel Álvarez Campos. The document was registered in the Public Property Registry of Chinandega under registration account MC-XIOT69, entry number 1, Natural Merchant modality, on July 31, 2026.

The resolution further establishes the steps following publication:

  • Notify and publish the resolution in La Gaceta, Official Gazette, at the expense of the authorized provider.
  • Once published, the provider must submit a request for the issuance of a registration certificate to CONAMI, accompanying it with a copy of the publication.

Obligations of the Provider

The authorization is subject to compliance with the provisions issued by CONAMI as the regulatory body, particularly those relating to the prevention of money laundering and terrorism financing. The provider’s obligations include:

  • Maintain a customer complaint handling system and the documentation related to each complaint for a minimum period of five (5) years.
  • Respond to inquiries regarding the prevention of money laundering and terrorist financing made by CONAMI and the Financial Analysis Unit (UAF).

The resolution was signed by the Board of Directors of CONAMI, composed of Jim Madriz López (President), Freddy José Cruz Cortez, Alejandra Leonor Corea Bradford, Flavio Chiong Aráuz, Denis Reyna Estrada, and Álvaro José Contreras (Secretary).

Impact

With this authorization, RAPI-MONEY ON3 is formally incorporated into the National Registry of Pawn and/or Loan Service Providers attached to CONAMI, expanding the offer of collateralized credit in the area of Somotillo, Chinandega. The registration reinforces regulatory control over the lending sector and its alignment with the current anti-money laundering regulations in Nicaragua.
