COMEX cesa a André Sagot como delegado ante la OCDE en París

Agreement 0265-2026 COMEX removes André Sagot Amador from the position of Delegate - Trade Negotiator (Code 352532) to the Organisation for Economic Co-operation and Development (OECD), based in Paris, France, effective September 30, 2026. The decision is published in La Gaceta No. 183 on Tuesday, September 29, 2026, in the Agreements section of the Executive Branch (pp. 3-4, official reference IN202601126647), and responds to the resignation submitted by the official. The text expresses gratitude for the services rendered and leaves the country’s permanent representation to the organization vacant.

The resignation and the closing of the file

Recital IV of the agreement details that, through a note dated August 4, 2026, sent to the Vice Minister of Foreign Trade, Arianna Arce Camacho, Sagot Amador communicated his resignation from the position he had been holding in the delegation, with his last day of work being September 30, 2026.

Recital V adds that memorandum DM-MEM-ENV-0137-2026, dated August 7, 2026, and signed by the Minister of Foreign Trade, instructed the Human Resources Department of the Ministry of Foreign Trade (COMEX) to proceed with the administrative procedures for the payment of labor benefits derived from the resignation.

Article 1 orders the removal of the official, holder of identity card 1-16160588, and Article 2 sets the effective date as September 30, 2026. The agreement does not designate a substitute for the position.

The resolution is based on Articles 50, 140 paragraphs 3), 8), 18) and 20), and 146 of the Political Constitution, and on Articles 4, 15, 17, 25, 27 paragraph 1, and 28 paragraph 2 subparagraph b) of the General Law of Public Administration, Law No. 6227 of May 2, 1978.

It also invokes Articles 2 paragraphs a), b) and d), and 5 of Law No. 7638 of October 30, 1996, the Law Creating the Ministry of Foreign Trade and the Foreign Trade Promoter of Costa Rica, as well as Article 4 of the law approving the country’s accession to the OECD Convention.

Article 4 of Law No. 9981 of May 21, 2021, provides that the Permanent Delegation of Costa Rica to the OECD is part of the Ministry of Foreign Trade and depends on it for all purposes, and that the Government Council, upon the initiative of COMEX, appoints the official who will represent the country before the organization. The agreement further recalls that the OECD Convention was signed in Paris on December 14, 1960, with its two additional protocols, and that the agreement on the terms of Costa Rican accession was signed in San José on May 28, 2020.

The appointment now being revoked

Sagot Amador had been appointed through Executive Agreement No. 0006-2024 on January 9, 2024, effective as of February 1 of that year, to the position of Delegate - Trade Negotiator (Code 352532) to the OECD based in Paris.

The termination agreement was issued at the Presidency of the Republic on August 13, 2026, and signed by Alexander Astorga Monge on behalf of President Laura Fernández Delgado, along with the Minister of Foreign Trade, Indiana Trejos Gallo.

The delegated presidential signature is based on Agreement No. 040-P of July 14, 2026, published in La Gaceta No. 133, Supplement No. 91 of July 17, 2026, which delegated to Astorga Monge, Director of the Office of the Presidency, the signing of certain resolutions and agreements under the jurisdiction of the Executive Branch.

Impact

The termination leaves the Permanent Delegation of Costa Rica to the OECD in Paris without a head, the office that channels the country’s participation in the committees and negotiations of the organization to which Costa Rica joined in 2021. The departure is due to voluntary resignation and is effective from the last day of September, meaning the vacancy remains open at the beginning of October and its filling will depend on a new appointment by the Government Council at the initiative of COMEX, pursuant to Article 4 of Law No. 9981.
