Collserola appoints four more wardens for the fire prevention device.

The Collserola Natural Park Consortium has appointed four more people as fire prevention lookouts for the 2026 summer campaign, as part of a second recruitment process carried out on grounds of utmost urgency. The decree, signed on 10 July 2026 by the body’s executive vice-president, Xavier Paz Penche, was published in the Official Gazette of the Province of Barcelona (BOPB) of 4 August 2026, with CVE 202610127524. The new lookouts are being brought in to cover two posts that were left vacant in the first call and two unexpected departures once the campaign had started.

The surveillance operation was planned for 20 people and began on 8 June 2026, after the appointment of 20 candidates agreed on 15 May. Of the 29 people included in the call order of the active recruitment pools (case files 2020/192-AC, extended for 2026 by file X2026000172, and X2024000079), only 16 could be incorporated at the start; a second round of calls and emails added two more. Two posts remained unfilled and, a few days later, there were two departures because the workers had found another job.

Four new lookouts for four towers

The report of the Natural Environment and Territory Service of 16 June noted that the two lists were exhausted and proposed contacting the Forest Defence Groups (ADF) of Baix Llobregat and Vallès Occidental. The decree appoints the following four people, all from these ADFs:

• Cristian Cabanillas Fernandez: joined on 18 June, assigned to tower ROMEO, replaces Eloy Gaspar.
• Héctor Bernal Garcia: joined on 18 June, assigned to tower LIMA, replaces Ignacio Montes Jiménez.
• Xavier Quilis Pena: joined on 18 June, assigned to tower JULIET, replaces Daniel Adán Rodríguez.
• Ignasi Rivière Ponsa: joined on 1 July, assigned to tower MIKE, replaces Alejandro Ruiz Anguita.

The first three will end their work on 8 September 2026, and the last one on 7 September.

Temporary civil servants with a 35-hour working week

The four people are appointed as temporary civil servants of the Consortium, in professional group C, subgroup C2, with a level 9 post allowance, from the special administration scale, technical subscale. They are assigned to the Territorial Action Service, Preventive Conservation Section, as fire prevention lookouts:

• Working week of 35 hours, with the rest periods provided for by law.
• Appointments conditional on validation of medical fitness for the job.
• Remuneration in accordance with the Consortium’s pay scale for 2026.

Justified urgency and appeals

The resolution declares the concurrence of reasons of necessity and urgency, and of maximum urgency for the purposes of Article 95 of Decree 214/1990, of 30 July, given the exhaustion of the current recruitment pools and the essential and non-deferrable nature of the campaign. The notice, signed by the delegated secretary Antoni Puigarnau Puigarnau on 17 July, states that the resolution may be appealed in the administrative contentious jurisdiction before the Contentious-Administrative Section of the Court of Instance of Barcelona within two months, or, optionally, by way of an appeal for reconsideration before the same body within one month.

With these four additions, the Collserola fire prevention operation maintains coverage of the watchtowers during the months of highest fire risk in the Barcelona metropolitan area. The campaign, launched on 8 June, will run until 9 September 2026.
