Collbató opens public tender to transfer market stall 16

The Collbató City Council has opened a public offer for the transfer of the authorization for stall no. 16 of the municipality’s non-sedentary sales market, located at Rambla Mansuet. The call was approved by the Local Government Board at the request of the current stall holder and is published in the Official Gazette of the Province of Barcelona on October 29, 2026, with the official reference CVE 202610157679 and file number 3001/2026. The announcement is signed by the acting mayor, Pau Calsina Garcia, on October 16, 2026.

The legal framework of the transfer

The tender is processed in compliance with Law 18/2017, of August 1, on trade, services, and fairs, which regulates non-sedentary sales in Catalonia and allows the transfer of authorizations between operators through public competition. The body instructing the file is the Department of Economic Promotion of the Collbató City Council, located at carrer Bonavista, 2, in the town (08293).

The announcement describes the stall subject to the transfer with the following characteristics:

Type: authorization for private use of individualized space for the exercise of non-sedentary sales.
Stall number: 16.
Location: Collbató market, at Rambla Mansuet.
Length: 6 linear meters.
Authorized product: salted fish.
Validity: until October 6, 2040.

Fixed price and award criteria

The budget for the transfer is 5,000.00 euros, a fixed amount that does not allow higher or lower offers, as established in article 15 of Law 18/2017. The award criterion is the acceptance of the transferor’s economic request, accompanied by a responsible declaration in which the bidder commits to proving the requirements to exercise non-sedentary sales.

In the event that several interested parties who meet the conditions apply, the award will be resolved by lottery. Applicants must meet, among others, these requirements:

Full legal capacity and absence of the contracting prohibitions and incompatibilities provided for in laws 25/93 and 53/84.
Registration in the census of taxpayers and to be up to date with state, regional, and local tax obligations, as well as Social Security.
Current civil liability insurance with a minimum coverage of 300,000 euros.
Compliance with the specific regulations for the products sold and, if applicable, the regulations on hygiene and food handling.

Fifteen business day deadline

Applications may be submitted within 15 business days counting from the day after the publication of the announcement in the Official Gazette of the Province of Barcelona and on the municipal notice board. If the last day of the deadline is a non-working day, it is extended until the following first business day.

The documentation must be submitted according to the model established by the City Council, which includes the identification of the interested party, the stall being opted for, and the transfer price. Subjects obliged to interact electronically with the administration must submit their application electronically, in accordance with Law 39/2015. Information and specifications can be obtained from the Department of Economic Promotion and on the council’s electronic notice board.

Immediate precedents in the same market

This is not the first transfer that the council has put out to tender this month. A week earlier, the Bulletin of October 22, 2026, published an equivalent public offer for stall no. 56, dedicated to women’s clothing, with a fixed price of 6,000 euros and file 1491/2026. In both cases, the stalls are six linear meters and have the same expiration date, October 6, 2040.

The municipal tax ordinance sets the cost of changing the ownership of a weekly market stall when a public offer is required at 171.86 euros, a fee that is added to the transfer price.

Impact for stallholders

The call opens an opportunity for street vendors in the food sector who wish to join the Collbató market with a consolidated stall and a long-term authorization. At the same time, the procedure ensures that the transfer is carried out with publicity and competition, and not by direct agreement between individuals, which provides legal certainty both to the person transferring the activity and to the person receiving it.
