The Directorate of Institutional Relations and External Action of the Regional Government of Castilla y León has modified the authorization granted to the commercial entity «Codere Apuestas CYL» for the organization and operation of betting in the Community. The resolution, issued on October 28, 2026, is published as an extract in the Official Gazette of Castilla y León (BOCYL) number 212, of Tuesday, November 3, 2026, on page 136, within section I of the Community and section E.2 of Other Official Announcements.
The announcement is signed by the director of the instructing body, Ruth Andérez Alonso, in Valladolid on October 29, 2026, and is issued in compliance with paragraph 3 of article 11 of the Regulating Regulation for Betting of the Community of Castilla y León, approved by Decree 53/2014, of October 23. This provision establishes that the authorization order for the organization and operation of betting is notified individually, but also requires the publication of an extract in the BOCYL “for general knowledge,” which is the text now disseminated.
The change: new eighth condition
The resolution does not alter the authorization in its entirety, but only its Eighth Condition, relating to the number of betting shops, zones, and corners, the implementation phases, and their location. The original permit was granted by Order of March 6, 2015, and the modification approved now entirely replaces the content of that section.
The new text sets the number of betting shops and zones at 18 and the number of corners located in gaming halls, bingo halls, and casinos at 6. The regulation is limited to establishing the number and location of the establishments, without detailing specific addresses or opening schedules in the published extract.
Distribution of betting shops and zones
The 18 authorized betting shops and zones are distributed by province as follows:
- Burgos: 4
- León: 3
- Salamanca: 2
- Soria: 2
- Valladolid: 2
- Zamora: 2
- Ávila: 1
- Palencia: 1
- Segovia: 1
With this distribution, Burgos concentrates the highest presence of betting shops and zones in the community, followed by León, while all nine provinces have at least one authorized facility.
The corners, in four provinces
The 6 betting corners in gaming halls, bingo halls, and casinos are distributed more concentratedly, as only four provinces have them:
- Burgos: 3
- León: 1
- Salamanca: 1
- Valladolid: 1
The remaining provinces—Ávila, Palencia, Segovia, Soria, and Zamora—do not appear with corners in this type of establishment within the modified condition.
Impact for the residents of the affected areas
The announcement directly affects the municipalities where these facilities are located, as the publication of the resolution’s extract in the BOCYL provides general publicity to the new configuration of the Codere Apuestas CYL betting network and allows any interested party to know how many establishments of this operator are authorized in their province. The modification is also relevant for groups opposed to the expansion of gambling, as they now have an official document with the number and territorial distribution of houses, zones, and corners—data that until now only appeared in the individual notification to the operator. The published text does not include rulings on distances, schedules, or access conditions, so the available information is limited to the quantified distribution by province.
