Cocentaina submits its internal whistleblowing channel regulations for public consultation

The Cocentaina City Council has initially approved the Regulatory Regulation for the internal whistleblowing channel, according to the agreement adopted by the Plenary in the session dated September 24, 2026. The official announcement is published in the Official Gazette of the Province of Alicante number 188, corresponding to October 2, 2026, under reference 7382/2026. The resolution opens a public information period of thirty business days so that any interested party may examine the file and submit allegations.

Initial approval and legal framework

The initial approval was adopted in accordance with articles 49 and 70.2 of Law 7/1985, of April 2, Regulating the Bases of Local Regime, and article 56 of the Revised Text of the Local Regime. The agreement corresponds to the municipal Plenary, the competent body for the approval of general provisions of the council.

The approved text regulates the internal whistleblowing channel of the Cocentaina City Council, the channel intended to receive and process communications regarding irregularities affecting the local administration. The regulation is now subject to the mandatory procedure of public exhibition before its definitive entry into force.

Public information period and allegations

The public information period is thirty business days and is calculated from the day following the insertion of the announcement in the Official Gazette of the Province of Alicante. During this period:

• The file may be examined by any interested party at the municipal offices.
• Interested parties may formulate the allegations they deem appropriate.
• The calculation of the period begins the day after the publication of the announcement in the provincial gazette.

In the event that no claims are submitted within the aforementioned period, the agreement for the approval of the regulation will be understood as definitively adopted, without the need for a new plenary pronouncement.

The regulatory text is available to interested parties on the city council’s electronic headquarters, accessible at the address https://cocentaina.sedelectronica.es. The consultation is carried out within the municipal Transparency Portal, in the section “Information of legal and patrimonial relevance”, subsection 3.2. Public information / 3.2.2. The announcement appears signed in Cocentaina, on September 28, 2026, by the Mayor, Rubén Muñoz Sánchez, and is recorded as an electronically signed document.

The implementation of an internal whistleblowing channel provides the Cocentaina City Council with a formal means for receiving communications regarding irregularities, with guarantees for the whistleblower and the public employees involved. The public information process allows residents, municipal employees, and interested groups to review the content of the regulation and submit allegations before the rule is definitively approved.
