Ciudad Real publishes two health sanctions in Manzanares and Valdepeñas

The Provincial Health Delegation of Ciudad Real has published by edict two notifications of sanctioning proceedings that could not be hand-delivered: the resolution of file TA/13/123/25, corresponding to a resident of Manzanares, and the agreement to initiate IS/13/092/26, addressed to an individual from Valdepeñas. The notices appear in the Official Gazette of Castilla-La Mancha (DOCM) number 154, of 13 August 2026, with references 2026/5992 and 2026/5993, and are also published in the BOE. In both cases, the affected parties retain their rights to make submissions and appeal, although with deadlines running from publication.
Notification by edict is provided for in Articles 44 and 46 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations: when the body has attempted to make personal notification and this has not been possible, it announces the act in the official gazette, so that publication has full legal effect. The two edicts are signed by the provincial delegate, Francisco José García Sánchez, and are dated 5 and 6 August 2026.
Two files, two stages of the procedure
The notices reflect two distinct points in the health sanctioning procedure in the province:
- File TA/13/123/25 (interested party with NIF 71366768E, from Manzanares): gives public notice of the sanctioning resolution issued on 2 June 2026.
- File IS/13/092/26 (interested party with NIF X9763044G, from Valdepeñas): communicates the agreement to initiate the proceedings, issued on 30 June 2026.
- In both cases, the act is issued by the Provincial Delegation of the Regional Ministry of Health in Ciudad Real.
Deadlines for appealing and filing submissions
The deadlines vary depending on the stage of the procedure:
- Administrative appeal against the resolution of file TA/13/123/25: one month from the day following the publication of the notification.
- Submissions in response to the agreement to initiate IS/13/092/26: fifteen business days from the day following publication.
- The full text of both acts may be consulted at the Provincial Health Delegation of Ciudad Real (Legal Advisory Office), 7 Paloma Street, Ciudad Real, from 09:00 to 14:00 hours.
Voluntary payment of the penalty
If no appeal is filed, the resolution of the Manzanares file will become final and the penalty must be paid using document 050 at any of the indicated collaborating entities, within these deadlines:
- If the notification is received between the 1st and 15th of the month, payment may be made until the 20th of the following month (or the next business day).
- If it is received between the 16th and the last day of the month, the deadline is extended until the 5th of the second following month (or the next business day).
- Failure to pay within the voluntary period will open the executive period through the collection procedure, with surcharge, default interest and costs.
Edictal publication is not a mere formality: it grants full validity to the notification and sets the deadlines in motion. For interested parties in Manzanares and Valdepeñas, this means that time is running from right now, so going to the provincial delegation or acting before the instructing body within the indicated deadlines is the only way to avoid the sanction becoming final or to defend their allegations.
