Ciudad Real opens the review of four tax ordinances for public allegations
Por FactBox Admin

The Plenary of the Ciudad Real City Council provisionally approved on September 25, 2026, the modification of four of its tax ordinances: the property tax (IBI), the tax on constructions, installations and works, and the sewerage and water supply fees. The agreement is published in the Official Gazette of the Province of Ciudad Real number 187, dated September 29, 2026, page 9043, and opens a thirty-day period for interested parties to submit allegations.
The announcement, registered under number 3091, states that the plenary session of September 25 agreed on the provisional approval of the modification of the ordinances and their public exhibition. The processing complies with Article 17 of the consolidated text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, which establishes the approval procedure for tax ordinances and their public information period.
The four revised ordinances
The modification affects four municipal tax regulations, each processed with its own file:
- Tax Ordinance C-1, regulating the property tax (file AYTOCR2026/28828).
- Tax Ordinance C-4, regulating the tax on constructions, installations and works (file AYTOCR2026/29106).
- Tax Ordinance A-6, regulating the fee for sewerage and wastewater treatment (file AYTOCR2026/29124).
- Tax Ordinance A-18, regulating the fee for water supply (file AYTOCR2026/29118).
Thirty days of public information
The files are open to the public for a period of thirty days, during which interested parties may examine them and submit any claims they deem appropriate. If no claim is submitted during this period, the agreement—until now provisional—will be understood as definitively adopted without the need for a new plenary agreement.
The announcement does not yet detail the concrete content of each modification nor the resulting amounts, which must be consulted in the files. The publication in the official gazette is what activates the calculation of the period and provides legal guarantee to taxpayers to challenge the proposed texts.
Consultation on the transparency portal
The modification files can be consulted on the municipal website and on the transparency and good governance portal of the Ciudad Real City Council, under the category Regulations/Regulations and Documents in Process. The announcement is signed by the mayor, Francisco Cañizares Jiménez, and the gazette document bears the electronic signature of the head of the B.O.P. section, Juan Luis Cuadros Campo, dated September 28, 2026.
Impact for taxpayers
The review of these four ordinances affects all taxpayers in the municipality: the IBI taxes property ownership, the tax on constructions, installations, and works applies to building permits, and fees A-6 and A-18 are charged for sewerage and water supply services. The allegations period is the only means of citizen participation before the modifications become final; therefore, interested parties must review the files and submit their claims within thirty days following publication.
