Cinq autorisations ministérielles créent près de 900 MW de stockage en Belgique

The Belgian Official Gazette (Moniteur belge) of October 12, 2026, publishes five ministerial decrees dated September 10, 2026, granting individual authorizations for the construction and operation of energy storage facilities in Belgium. The five projects total 890 megawatts (MW) of power and are distributed among Courcelles, Kallo, Lillo (Antwerp), Kluisbergen, and Sint-Niklaas. The texts originate from the Federal Public Service Economy, SMEs, Middle Classes and Energy and bear the references EP-2026-0132-A, EP-2025-0115-A, EP-2026-0129-A, EP-2026-0134-A, and EP-2026-0131-A.

The individual authorization is the federal act that regulates the establishment and operation of electricity production and storage facilities. Each decree states that an appeal may be lodged with the Council of State within sixty days following publication, with the petition to be sent by registered mail to the Council of State, rue de la Science 33, 1040 Brussels. The five decisions appear on pages 54540 and 54541 of the official journal.

A portfolio of five sites and 890 MW

  • EP-2026-0132-A (C − 2026/007438): authorization to the SA MVA-Project Co. 4 for an energy storage facility of 200 MW in the territory of the municipality of Courcelles.
  • EP-2025-0115-A (C − 2026/007445): authorization to the SA TotalEnergies Electricité et Gaz France, under company number 442 395 448, for a 100 MW facility with a storage capacity of 400 MWh in Kallo, in the territory of the municipality of Beveren-Kruibeke-Zwijndrecht.
  • EP-2026-0129-A (C − 2026/007448): authorization to the SRL Dispatch Moonstone, under company number 1033 533 119, for a 300 MW facility in Lillo, in the territory of the city of Antwerp.
  • EP-2026-0134-A (C − 2026/007449): authorization to the SRL Storm 100 for a 170 MW facility in the territory of the municipality of Kluisbergen.
  • EP-2026-0131-A (C − 2026/007450): authorization to the SA MVA-Project Co. 1 for a 120 MW facility in the territory of the city of Sint-Niklaas.

Two projects for MVA-Project, one for TotalEnergies

The MVA-Project group is the only beneficiary to obtain two authorizations in the same release: its company MVA-Project Co. 4 secures the largest Walloon capacity of the lot with 200 MW in Courcelles, while MVA-Project Co. 1 obtains 120 MW in Sint-Niklaas, East Flanders. The text relating to Courcelles is published under the title “Electricity production facility,” while the other four are under “Electricity storage facility” or “Energy storage facility.”

TotalEnergies Electricité et Gaz France is the only foreign entity identified by its company number in these publications. Its Kallo project is also the only one whose decree specifies a storage capacity in megawatt-hours, namely 400 MWh for 100 MW of power.

Antwerp and Kluisbergen complete the setup

The highest single capacity belongs to Dispatch Moonstone, with 300 MW in Lillo, within the territory of the city of Antwerp, representing one-third of the total authorized. Storm 100 adds 170 MW in Kluisbergen, in the province of East Flanders.

None of these decrees set a commissioning deadline or an investment amount: they are limited to granting the establishment and operation authorization and opening the path for appeal before the Council of State.

A signal for the storage market

With 890 MW authorized in a single batch, these five decisions confirm the acceleration of large-scale stationary storage projects in Belgium, driven by both Belgian players and foreign energy groups. For local residents and the concerned municipalities, the relevant timeline is now that of the appeal: any challenge must be filed within sixty days of the publication on October 12, 2026.
