Cinco Casas submits its harassment protocol for public consultation
Por FactBox Admin

The EATIM of Cinco Casas has initially approved its Action Protocol against sexual harassment, harassment based on sex, and harassment based on sexual orientation, by agreement of the Neighborhood Board dated October 1, 2026. The text is published in the Official Gazette of the Province of Ciudad Real number 193, corresponding to Wednesday, October 7, 2026, in announcement number 3238. The file is now subject to public information for a period of thirty days.
Initial approval and public information process
The agreement is adopted in accordance with articles 49 and 70.2 of Law 7/1985, of April 2, Regulating the Bases of Local Regime, as stated in the announcement itself. The initial approval now opens an exhibition period so that any interested party may examine the document and submit any claims they deem appropriate.
The thirty-day period is calculated starting from the day following the publication of the announcement in the Official Gazette of the Province and on the Town Hall’s notice board. During this period, the file may be consulted at the municipal offices to formulate the relevant allegations.
The EATIM of Cinco Casas is an entity with a territorial scope smaller than the municipality, established by Decree 4/2011, of February 1, a regulation that the Town Hall itself has invoked in other files processed this same month. Its governing body, the Neighborhood Board, is the one that has given the initial approval to the protocol.
Deadlines and consultation channels
Interested parties have the following means to access the text and submit allegations:
- In-person consultation at the municipal offices during the thirty-day period.
- Electronic consultation at the Town Hall’s electronic headquarters, at the address https://cincocasas.sedelectronica.es/info.0.
- Submission of claims within the same period, starting from the day following the publication in the gazette and on the notice board.
If no claim is submitted within the aforementioned period, the agreement regarding the protocol will be definitively approved without the need for a subsequent express agreement. In other words, administrative silence operates here as the definitive approval of the text.
A protocol extending across the province
The initiative of Cinco Casas joins a series of anti-harassment protocols approved in municipalities of the province in recent weeks. The Town Hall of Caracuel de Calatrava approved its own by agreement of the Plenary in an ordinary session on September 21, 2026, and the Town Hall of Albaladejo did the same in the ordinary session of September 30, 2026.
The City Council of Navas de Estena also approved its protocol by agreement of the ordinary Plenary session on October 1, 2026, the same date as the agreement of the Neighborhood Council of Cinco Casas. These texts invoke, among other regulations, Article 13.1 of Organic Law 10/2022, of September 6, for the comprehensive guarantee of sexual freedom, and Article 62 of Organic Law 3/2007, of March 22, for the effective equality of women and men, which obliges public administrations to adopt protocols against sexual harassment and harassment based on sex.
Closing
The publication of the announcement opens the decisive process for the Cinco Casas protocol to become final: residents and municipal staff have thirty days to review the text and submit any allegations they deem appropriate. This is an internal application regulation, but with direct effects on working conditions and the protection of the dignity of those providing services to the entity.
