Cillorigo and Potes sign an agreement for a shared sports area

The city councils of Cillorigo de Liébana and Potes have signed a collaboration agreement for the purchase of land and the joint construction and management of a sports area to serve both municipalities in the Liébana region. The agreement, signed on September 1, 2026, is published in the Official Gazette of Cantabria number 174, dated September 9, 2026, with the official reference CVE-2026-7044.

The agreement is inter-administrative in nature and falls under type a) of article 47.2 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, and is therefore excluded from the scope of Law 9/2017, of November 8, on Public Sector Contracts. Its purpose is to share resources, optimize the use of material and human means, and execute the bidding and awarding of procedures in a coordinated manner, thereby avoiding duplicate investments.

The signatories and their legal framework

The agreement is signed by the mayor-presidents of both corporations, following express authorization from their respective Plenums:

• Jesús María Cuevas Monasterio, mayor of Cillorigo de Liébana (CIF P-3902200-I), with authorization from the Plenum of March 5, 2026.
• Francisco Javier Gómez Ruiz, mayor of the Town of Potes (CIF P-3905500-I), with authorization from the Plenum of April 9, 2026.

The contents were certified by José Luis Iñigo Candanedo, secretary of the Cillorigo de Liébana City Council, and Elena Guardo Martínez, acting secretary of the Potes City Council. The agreement is based on Law 7/1985, of April 2, regulating the Bases of the Local Regime, and Law 2/2000, of July 3, on Sports of Cantabria, which assigns local entities the promotion of sports practice and the construction of public-use facilities.

Investment and financing

The cost of purchasing the land is budgeted between 230,000 and 250,000 euros, to which 15,488 euros in professional fees, VAT included, are added:

• 5,808 euros in architect fees for the drafting of the study or preliminary implementation project.
• 9,680 euros in lawyer fees for advisory services in the drafting of the agreement and the contracting files.

The costs of land purchase, as well as those for the construction and operation of the facility, will be financed equally between both city councils, through periodic and specific contributions charged to the budgets of each municipality. Once the purchase and execution are completed, the sports space will belong 50% to each local administration.

Phases and shared management

The execution of the agreement takes place in three phases, detailed in the Justification Report which constitutes Annex I:

1. Acquisition of the land.
2. Construction of the sports facilities.
3. Establishment of a Consortium for the management of the facility.

For monitoring and control, a commission will be established composed of one member from each corporation designated by the Sports Department of each city council, which will meet once a month on an ordinary basis. The city council within whose jurisdiction the acquisition of the plot is verified shall assume, among others, the processing of the procurement file, acting as the contracting authority, and the urgent processing of licenses.

Validity and Relevance

The agreement shall enter into force at the moment of its signing and shall have a duration of four years, extendable by agreement of the parties in accordance with Law 40/2015. It shall be terminated upon the completion of the actions that constitute its object or by incurring a cause for termination, and within three months following its signing, it shall be submitted to the auditing body of the Autonomous Community of Cantabria.

The relevance of the agreement lies in the fact that it allows two municipalities in the Liébana region to provide themselves with sports equipment that neither could afford alone, sharing responsibilities and resources and avoiding the duplication of infrastructure. Furthermore, the agreement leaves the door open for other city councils in Liébana to join in the use of the facilities through future agreements.
