Cilleros subasta los pastos del monte Vegas del Pallés durante cuatro años

The Cilleros City Council has called for a public auction for the awarding of grazing rights in the Public Utility Forest No. 151 “Vegas del Pallés”, a municipally owned forest located in the municipality of Cilleros (Cáceres). The call is formalized by Mayoral Resolution dated October 19, 2026, and is published in the Official Gazette of the Province of Cáceres No. 0204, of October 23, 2026, in Section I (Local Administration), with the official reference BOP-2026-4988.

Area and characteristics of the exploitation

The object of the contract is the awarding of the grazing rights of the aforementioned forest, which is tendered as a single lot with a total area of 97.95 hectares. The exploitation area comprises the following SIGPAC parcels, in whole or in part:

  • Province 10, municipality 65, aggregate 0, zone 0.
  • Polygon 13: parcels 206, 207, and 15206.
  • Polygon 20: parcels 96, 97, and 5096.
  • Polygon 21: parcel 23.

The location and delimitation of the forest are those of the boundary approved by Order of the Department of Forest Management and Rural World of the Junta de Extremadura, published in the Official Gazette of Extremadura No. 55, of March 20, 2026. The asset is listed in the Municipal Asset Inventory and registered in the Property Registry of Hoyos in the name of the local entity; as it is a public utility forest, its legal nature is that of a public domain asset.

Type of bidding and contract duration

The auction starting price is 650 euros per year, excluding VAT, for each of the four annual periods, resulting in a total base amount of 2,600 euros for the entire period. The duration of the contract is set at four years, non-renewable.

There are two sets of specifications governing the bidding process:

  • The Particular Technical-Faculty Specifications, dated September 11, 2026, from the Forest Management and Planning Service of the Junta de Extremadura.
  • The Particular Economic and Administrative Specifications, approved by the Mayor’s Office on October 5, 2026, and reported by the same service on October 16, 2026.

Both documents are available to interested parties at the municipal electronic office (cilleros.sedelectronica.es), hosted on the City Council website (www.ayuntamientodecilleros.es).

Deadline, place of submission, and holding of the auction

The deadline for submitting bids is 15 business days, counted from the day following the publication of the announcement in the Official Gazette of the Province of Cáceres. Proposals shall be submitted to the General Registry of the Cilleros City Council, at Plaza de San Blas nº 1, CP 10895, Monday to Friday on working days, from 9:00 to 14:00 hours, or at any of the locations provided for in article 16.4 of Law 39/2015, of October 1.

Electronic submission of bids is not required, pursuant to article 14 of Law 39/2015, to facilitate the participation of persons who are not obliged to interact with the Administration by electronic means. Those who send their bid by mail must justify the date of posting and notify the contracting body of the shipment via telex, telegram, or email at ayuntamientodecilleros@gmail.com; if the documentation is not received within ten calendar days from that notice, the bid will not be admitted.

The auction will be held at the Town Hall after ten calendar days have elapsed from the conclusion of the bid admission period, with the constitution of the evaluation committee. The exact date and time of the committee meeting and the opening of the documentation will be published in advance on the municipal electronic office. The announcement is signed by the mayor, Félix M.ª Ezcay Iglesias, in Cilleros, on October 19, 2026.

Relevance for the livestock sector

The call provides livestock farmers and holdings in northwest Cáceres with the opportunity to access nearly 98 hectares of pasture in a public domain mountain for four years, with a moderate starting fee and no obligation to bid electronically. The 15-business-day deadline from publication leaves a brief margin to prepare the documentation, so interested parties should consult the specifications on the electronic office and formalize their bid in the municipal registry within the established calendar.
